The Department of the Air Force, 96th Test Wing / 782d Test Squadron (TS) – Guided Weapons Evaluation Facility (GWEF), is seeking Enhanced White Papers (EWPs) for the design, development, integration, and deployment of prototype technologies for Hardware-in-the-loop (HITL) of Advanced Navigation & Guidance Sensors (HANGS). This initiative aims to improve the Air Force's capabilities in testing and evaluating weapon systems in realistic synthetic environments. EWPs are due by January 31, 2026.

Scope of Work

The Government seeks prototype technologies addressing at least two of four key Technology Areas (TAs):

  • TA #1: Dynamic real-time multispectral scene generation and projection/injection systems (EO/IR, UV, Visible, SWIR, MWIR, LWIR, RF). Compatibility with legacy GWEF tools like FLITES is expected.
  • TA #2: Midcourse and navigation environment emulation/simulation (PNT, GNSS, alternative PNT solutions), including M-Code for GNSS.
  • TA #3: Datalink and radio communication emulation/simulation (multi-protocol datalink, radio communication, commercial LEO satellite communication), focusing on digital or RF cable injection.
  • TA #4: High frame rate real-time simulation execution (e.g., graphics processor-based computation).

Deliverables include a functional prototype technology per TA, along with Modeling & Simulation (M&S) / Testing & Evaluation (T&E) plans, interface control documents, Acceptance and Verification & Validation (V&V) plans, and comprehensive software/hardware/firmware documentation.

Contract & Timeline

  • Type: Other Transactions for Prototype (OTA) under 10 U.S.C. § 4022.
  • Anticipated Duration: 36 months (Year 1: design/development; Year 2: procurement/fabrication/integration; Year 3: integration/testing). Alternate schedules are acceptable.
  • Anticipated Award Value: Up to an $80M ceiling.

Submission & Evaluation

EWPs must be UNCLASSIFIED, not exceed 25 pages, and include a Cover Sheet, the EWP, and a Rough Order of Magnitude (ROM) Cost Estimate. Submissions will be evaluated on a rolling basis for technical merit, clarity of approach, schedule, resources, data rights assertions, conformance, and affordability. Ratings will be OUTSTANDING, ACCEPTABLE, or UNACCEPTABLE. Selected EWPs may lead to a request for a full proposal. Offerors bear all submission costs. SAM and WAWF registration are required.

Additional Notes

Multiple awards are anticipated, and industry teaming is encouraged. A Prototype OTA may lead to a follow-on production contract without further competition. Some work may require SECRET clearance and DoD installation access. Non-Government advisors from Reliance Test & Technology and Canvas, Inc. will be involved in evaluation and are prohibited from competing.
