Scope of Work
This solicitation requires the contractor to manufacture specialized aluminum shipping and storage containers according to NAVAIR drawing number (30003) 1930AS100 (latest revision) and all referenced specifications. Key requirements include:
- Manufacturing, testing, and inspection in accordance with specified drawings and standards.
- Contractor responsibility for all manufacturing aids (fixtures, jigs, dies, etc.).
- Specific material requirements, including desiccant and electrodeposited alkaline Zinc-Nickel Alloy finish instead of cadmium plating.
- Application of Unique Identification (UID) markings on nameplates.
- Adherence to detailed welding and welder qualification standards (AWS D1.1, D1.2, D1.3, D1.6).
- Strict controls for work instructions, materials, cleaning, deoxidizing, and sealing.
- Use of approved shock mounts only, with no substitutions without written permission.
- Exterior surface finishing via glass bead blasting.
Quality Assurance & First Article Testing (FAT)
A comprehensive First Article Testing (FAT) process is mandatory. The contractor is responsible for all FAT costs and submission.
- FAT Submission: One unit of CAGE (30003) Part Number 1930AS100, Revision LATEST, must be delivered within 120 calendar days to either Naval Air Warfare Center Aircraft Division, Lakehurst, NJ, or NSWC Indian Head Division, Picatinny Arsenal, NJ.
- Testing: Includes visual, dimensional, initial and final leak tests, an 18-inch free fall drop test, and form/fit checks.
- Timeline: The test site will complete evaluation within 60 days of receipt, and the Contracting Officer will provide approval/disapproval within 60 calendar days of Government receipt.
- Waiver Option: Offerors may request a waiver of FAT requirements if they have previously supplied identical production articles accepted by the Government or OEM within the last three years, using the same production facility. Offerors requesting a waiver must submit two separate prices: one with FAT and one with the waiver.
- Risk: Acquisition of production materials before FAT approval is at the contractor's sole risk.
