- First Article Testing (FAT): Contractors are responsible for all costs associated with FAT submission and shipment. One unit of CAGE (30003) Part Number 1930AS100 (latest revision) must be delivered within 120 calendar days to designated test facilities in Lakehurst, NJ, or Picatinny Arsenal, NJ. The government estimates FAT costs at $10,000, which will be added to offeror prices if testing is required. FAT includes visual, dimensional, leak, 18-inch free fall drop, and form/fit checks. Some FAT samples may be destroyed during testing, while others may be returned and considered production items if refurbished and approved.
- FAT Waiver: A waiver of FAT requirements may be granted for offerors who have previously supplied identical production articles within three years, using the same production location, facilities, processes, and approved subcontractors, provided no prior material review board dispositions or rejections occurred. Offerors requesting a waiver must submit two prices: one with FAT and one without.
- Production Leak Test: All production containers must pass a 100% leak test after an 18-inch free fall drop.
