Quality Assurance & First Article Testing (FAT)
A First Article Test (FAT) is required per FAR 52.209-4. The contractor is responsible for all FAT costs and must deliver one unit of CAGE (30003) Part Number 1930AS100 within 120 calendar days of contract award to designated test facilities in Lakehurst, NJ, and Picatinny Arsenal, NJ. The government estimates $10,000 for its FAT testing effort, which will be added to offerors' prices. FAT includes visual, dimensional, leak, and 18-inch free fall drop tests, as well as a form and fit check.
Offerors may request a waiver of FAT requirements if they have previously supplied identical production articles accepted by the Government or OEM within the last three years, using the same production location and processes. Offerors requesting a waiver must submit two prices: one with FAT and one with the waiver.
Additional Notes
New manufacturers require engineering source approval and may undergo pre-award surveys and post-award conferences. A 100% production leak test is also mandated for all containers after an 18-inch free fall drop. Packaging must comply with MIL-STD 2073.
