Scope of Work
This solicitation requires the manufacture, testing, and inspection of articles in accordance with Container Research Corporation drawing number 05259, 530E001-501, and all referenced specifications. Key requirements include:
- Engineering Source Approval: Required for new manufacturers to maintain part quality.
- Material Specifications: Prohibition of MIL-W-81381 wire, requiring SAE-AS22759 wire instead. Container shell material is Aluminum.
- Quality Standards: Compliance with IPC-J-STD-001 (CLASS 3) and IPC-A-610 (CLASS 3) or IPC/EIAJ-STD-001C where MIL-STD-454 is referenced.
- Pre-Award/Post-Award: Surveys and conferences may be required due to the critical nature and quality history of the item.
Technical Requirements
- Finish: Cadmium plating is to be deleted and replaced with electrodeposited alkaline Zinc-Nickel Alloy (ASTM B 841 Class 1, Type B, Grade 3).
- Sealing: Crevices at faying surfaces or discontinuous welds must be sealed with MIL-S-81733 or equivalent.
- Unique Identification (UID): Containers must be affixed with a nameplate including a UID marking per Mil-STD-130 latest revision.
- Welding: Must comply with AWS D1.1 (steel), AWS D1.2 or MIL-W-22248 Class 4 (aluminum), AWS D1.3 (sheet steel), and AWS D1.6 (stainless steel). Detailed work instructions, material controls, cleaning, and deoxidizing procedures are specified.
Quality Assurance & Testing
- First Article Testing (FAT): One unit of CAGE 05259, Part Number 530E001-501, Revision latest, must be delivered within 60 calendar days for testing. The estimated cost for government FAT is $12,000, which will be added to offerors' prices.
- FAT Procedures: Include visual and dimensional inspection, initial and final leak tests (1.00 +/- 0.05 psig), and an 18-inch free fall drop test onto an unyielding surface. A form and fit check with the actual end-item is also required.
- FAT Waiver: Offerors may request a waiver if they have previously furnished identical production articles accepted by the Government or OEM within three years, using the same production location, facilities, and processes.
- Production Testing: 100% production leak test and 100% production drop test (18-inch free fall) are required.
