Scope of Work
The contractor shall provide all personnel, equipment, tools, materials, and supervision for critical operational site support. Key functions include Test Site Management, Technical Library Services, Mailroom Services, Equipment Management, and Information Technology Asset Management (ITAM). All contractor personnel must possess a minimum of a high school diploma and obtain a Secret clearance. CMMC Level 2 is required.

- Set-Aside: 8(a) Set-Aside (FAR 19.8). Offerors must have valid 8(a) status through June 1, 2026.
Submission Requirements
Proposals must be submitted electronically via email and consist of four volumes:
- Volume I: Contract Forms (including representations, certifications, and SBA 8(a) letter).
- Volume II: Technical Documentation (technical plan demonstrating PWS capability, staffing plan with organization chart and FTEs).
- Volume III: Past Performance (Past Performance Questionnaires (PPQs) for up to five relevant contracts, three for subcontractors/teaming partners, with consent letters. Offerors must send the entire PPQ to references and include only Section A with their proposal). One additional sheet per reference/contract is allowed to describe relevance.
- Volume IV: Price (Proposed unit and extended prices for each CLIN, including option periods, using the provided Attachment 3 Proposal Template. Additional narrative may be included to supplement the template).
- Required Attachments: Bidders must complete Attachment 7 (Offeror Representation and Certifications) and adhere to the Contract Data Requirements List (CDRL) (Attachment 2) for required reports and documentation. Wage Determination 2015-4163 Revision 31 is applicable for SCA-covered positions.
Evaluation Criteria
Award will be based on a Best-Value competitive selection using a Performance-Price Tradeoff (PPT) process. Proposals will undergo a pass/fail technical evaluation, followed by a review of price reasonableness and balance. Past performance will be evaluated for the lowest-priced technically passed offeror. The Government values superior performance confidence over price. The government will not use AI tools in the evaluation.

Important Notes
The PWS dated February 23, 2026, replaces previous versions. All contractor personnel require Secret clearance and CMMC Level 2 compliance. Only a mailroom vehicle (max 50 lbs) is required; no powered material handling equipment. The Program Manager may be dual-hatted.
