Submission & Evaluation
Proposals will be evaluated using a Performance-Price Tradeoff (PPT) process, with an intent to award without discussions. Evaluation factors include Technical Acceptability (Technical Capability/Understanding and Personnel/Staffing Plan), Past Performance, and Price. The government values superior performance confidence over price. The government will NOT use automated or Artificial Intelligence (AI) tools in the review of submissions.
Offerors must use the provided Proposal Template for pricing and submit Section A of the Past Performance Questionnaire (PPQ) with their proposal, while references must send Section B directly to the Contract Specialist. The latest PPQ (March 2, 2026) specifies a proposal response date of March 13, 2026 for the PPQ, but the overall solicitation due date is March 20, 2026.
