Solicitation / RFP / RFQ

This is a Request for Quote (RFQ) for the procurement of a S770T4 BOBCAT Skid-Steer Loader with specific attachments and an extended warranty for the Red Rock Day School. The solicitation is issued by the Indian Education Acquisition Office and is set aside for Indian Small Business Economic Enterprises (ISBEE).

• One (1) S770T4 BOBCAT Skid-Steer Loader Comf Pk: Includes standard equipment (e.g., 92 HP Turbo Tier 4 Diesel Engine, Auxiliary Hydraulics, BICS), Comfort Package (e.g., Enclosed HVAC Cab, Adjustable Vinyl Suspension Seat, Keyless Ignition), High Flow Hydraulics, and Selectable Joystick Controls.

• Attachments: One (1) 74" Heavy Duty Bucket, one (1) Bolt-On Cutting Edge, one (1) 4K Heavy Duty Pallet Fork Frame, and one (1) 48" 4K Heavy Duty Pallet Fork Teeth.

• Services/Items: Includes Tariff Surcharge, Freight, and a 60 Month/2000 Hour Full Extended Warranty.

• All products must be fully manufactured, available in stock, and ready to ship; refurbished, grey market, on backorder, or manufacturing-required items are not acceptable.

• Contract Type: Firm Fixed Price Purchase Order.

• Delivery: FOB Destination to Red Rock Day School, HWY 491 Indian Route 13, Red Valley, AZ 86544, within 30 Days After Receipt of Order (ARO).

• Period of Performance (for services/warranty): November 17, 2025, to December 31, 2025.

• Offer Due Date: December 2, 2025, 17:00 Eastern Standard Time (ES).

• Submission Instructions: Electronic submission only to Ashleigh.cleveland@bie.edu. Attachments must be in PDF format; no zipped files.

• Quote Format: Non-price quote must include product specifications/designs, proof of authorized distributor/reseller/partner, and lead times for delivery.

• Evaluation Criteria: Award will be made to the responsible vendor with the lowest price meeting specifications and capability. Technical capability (documented qualifications, ability, organizational/staff capability for subcontracting/teaming) and price will be evaluated. The Government may consider responses offering more than minimum requirements for additional benefits.

• Invoicing: Electronic invoicing is required via the U.S. Department of the Treasury's Internet Payment Platform System (IPP) at https://www.ipp.gov. A waiver request must be submitted with the proposal/quotation if unable to use IPP.

• This opportunity is set aside for Indian Small Business Economic Enterprises (ISBEE).

• Size Standard: 1250 employees.

• Offerors must be properly registered in SAM.gov, including small business status.

• Offerors must complete and return the Indian Economic Enterprise Representation Form (DIAR 1452.280-4) with their quote and maintain IEE status throughout the contract period.

• Prospective contractors must thoroughly review FAR 52.212-1 (Instructions to Offerors) and 52.212-2 (Evaluation) in their entirety.

• Specific representations and certifications, including those related to telecommunications equipment (FAR 52.204-24, 52.204-26), must be completed and returned with the quote.

• The contractor is responsible for providing all necessary equipment, labor, facilities, and supplies.

• Numerous FAR and DIAR clauses are incorporated by reference, covering aspects such as information security, Buy American Act, and various socio-economic programs.
