Purpose & Scope
The Smash program focuses on creating revolutionary advances in materials processing, specifically leveraging parallel processing to: (1) drive process yield across multiple elements, (2) maximize energy utilization in intrinsic separation processes, and (3) ensure industrial scalability. Proposed research must target the separation of any solid feedstock into its neutrally pure individual elements; a narrow focus on one region of the periodic table will not meet program metrics. The government will provide bulk synthetic solid-phase feedstock samples at program kickoff. Technologies requiring feedstock breakdown must detail these steps and energy inputs.

- Type: Other Transaction (OT) for Research under 10 U.S.C. § 4021.
- Phases: The program is structured in two phases. This solicitation covers Phase 1 (24 months), focusing on proof-of-concept, modeling, and demonstration of parallel element separation. Phase 2 (prototype development) is not solicited under this PA.
- Estimated PoP Start: September 1, 2026.
- Awards: Multiple awards are anticipated.
- Payments: Payments will be tied to fixed milestones and the successful completion of defined accomplishment or exit criteria.
- Compliance: Proposers must comply with Controlled Unclassified Information (CUI) handling requirements, including Proprietary Business Information and Export Controlled Research. Cybersecurity compliance with NIST SP 800-171 and DoDI 8582.01 is mandatory, or a plan to achieve it within 4 months of kickoff.
Eligibility & Set-Aside
All responsible sources, including U.S. and non-U.S. entities, are encouraged to submit proposals. Historically Black Colleges and Universities, Small Businesses, Small Disadvantaged Businesses, and Minority Institutions are encouraged to participate, but no portion of this opportunity is set aside.

Submission & Evaluation
Abstract submission is a prerequisite for full proposals. Full proposals must include a Technical and Management Volume (Volume I, max 12 pages) and a Price Volume (Volume II), along with an oral presentation and various attachments. A detailed commercialization plan, including techno-economic and risk analyses, is required. Government Purpose Rights (GPR) are required for Intellectual Property. Evaluation criteria, in descending order of importance, are: Overall Scientific and Technical Merit; Potential Contribution and Relevance to the DARPA Mission; and Budget and Price.
