Key Requirements & Scope

  • Controlled Unclassified Information (CUI): Proposers must adhere to the Smash CUI Guide for handling, protecting, and marking sensitive information, as Phase 2 data is anticipated to be CUI.

Submission & Evaluation

  • Abstracts: A mandatory abstract submission was required prior to full proposal submission.
  • Proposal Components: Full proposals must include a Proposal Summary Slide (Attachment B), Volume I (Technical and Management Proposal - Attachment C), Oral Presentation Content, Written Content, Volume II (Price Proposal - Attachment D), and Attachments E, F, G, and H.
  • Oral Presentation: Limited to 20 slides and 30 minutes (including video demonstrations), focusing on technical discussion, innovation, risks, and how the solution meets program metrics with quantitative analysis.
  • Written Content (Volume I): Limited to 12 pages, covering Executive Summary, Goals and Impact, Technical Approach, Notional Plan for Phase 2 (2 pages max), Commercialization Plan (2 pages max), Management Plan, Schedule and Milestones, Personnel, and Capabilities.
  • Intellectual Property (IP): Government Purpose Rights (GPR) are required. Proposers must identify utilized and delivered IP and disclose pre-existing IP.
  • Organizational Conflict of Interest (OCI): Proposers must disclose any current or past SETA, A&AS, or similar support to DARPA, and any other potential OCIs.
  • Evaluation Criteria: Overall Scientific and Technical Merit; Potential Contribution and Relevance to the DARPA Mission; Budget and Price (in descending order of importance).

Contract Details

  • Type: Other Transaction (OT) for Research under 10 U.S.C. § 4021.
  • Period of Performance: Phase 1 is 24 months, with an estimated start date of September 1, 2026.
