Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive maintenance and repair services for utility vehicles, attachments, trailers, man-lifts, boom-lifts, scissor man-lifts, and aerial platforms for the 436th Civil Engineering Squadron at Dover AFB, ensuring their serviceability, safe operation, and compliance with warranties.

• Perform preventative maintenance inspections (PMI) and repairs on specified equipment (Kubota, Kawasaki, Yamaha, attachments, utility trailers, various lifts) according to manufacturer instructions and industry standards.

• Respond to service calls initiated by the Contracting Officer Representative (COR).

• Provide all necessary management, tools, materials, equipment, and labor.

• Responsible for providing replacement parts and labor for all equipment listed in Appendix A.

• Conduct annual inspections for identified Kubota attachments and utility trailers within 30 days of award.

• Dispose of all generated solid and hazardous waste according to regulations.

• Equipment must be returned to 100% operational status.

• Service calls must be evaluated and completed in a professional and timely manner.

• Provide a detailed cost estimate for parts and labor before commencing work.

• Submit signed service tickets upon completion of each job order, including specific details like time, repairs made, parts replaced, personnel involved, and estimated cost.

• Provide signed maintenance reports and certifications after inspections.

• Services to be performed at Dover AFB.

• Normal hours of operation are 7:00 AM to 4:00 PM, Monday through Friday, excluding federal holidays.

• Staffing: Only qualified journeyman mechanics with a minimum of 3 years of continuous experience are permitted. Resumes and certifications must be submitted for approval.

• Certifications: Mechanics must be certified by appropriate federal and state regulatory agencies.

• Government Furnished Property: Utilities will be provided without charge.

• Work Area: The government will provide an overhang or indoor facility for service calls.

• Security: Contractors must comply with all base regulations, security instructions, and directives. Personnel may be subject to background checks. Contractors require base-issued identification badges and vehicle passes.

• HAZMAT: Contractors must submit documentation for HAZMAT usage authorization and report usage monthly.

• Flight Line Driving: Personnel operating on the flight line must obtain an Airfield Driver’s License and adhere to specific regulations.

• Reporting: Contractor labor hours must be reported via http://www.ecmra.mil.
