Scope of Work

The project involves preparing, removing existing paint (including lead abatement), and repainting the ASDE Tower and associated shelters. The tower will be painted according to FAA AC 70/7460-1M standards (white #17875 and aviation orange #12197), and shelters white, using Sherwin Williams Polysiloxane XLE-80 or equivalent to a 12 mil final dry film thickness. Work includes addressing bird feces and lead-containing materials (LCM), with existing coatings removed to the galvanization layer. Grating will be abated and coated but not repainted for traction. Interiors of shelters, conduit, and associated electrical equipment are not to be painted. A man lift is required, and climbing/repelling may be necessary for limited access. All work must comply with federal, state, and local regulations for LBP removal, storage, transportation, and disposal.

Key Requirements & Submission

Offerors must submit:

  • A completed Solicitation document with pricing (Section B) and representations/certifications (Section K).
  • An Organizational Experience Questionnaire (OEQ) demonstrating at least two projects involving Communication Tower Refurbishment or Tower Painting, valued at or over $100,000, completed within the last five years.
  • Proof of SSPC QP-2 Contractor certification (for contractor or sub-contractor).
  • A fully executed SF-24 Bid Bond.
  • Upon award, SF-25 Performance Bond (100%) and SF-25A Payment Bond (100%) will be required.
  • A work plan, notional schedule, paint submittals, and safety plan for working aloft are required post-award.

Evaluation & Award

Award will be made to the lowest priced offeror determined to be fully responsive and responsible. The FAA reserves the right to cancel the requirement.
