Statement of Work (SOW)

This SOW outlines the requirements for comprehensive solid waste, construction and demolition (C&D) waste, and recycling collection, hauling, dumping, and reporting services within Zion National Park (ZION).

• Services: Collection, hauling, dumping, and reporting of non-hazardous municipal solid waste, C&D waste, and recyclables.

• Locations: Services are required in designated areas within ZION's Main Canyon and Kolob Canyon.

• Waste Types:

  • Municipal Solid Waste (MSW): Includes residential/housing, campgrounds, administrative, and maintenance structures.
  • Construction & Demolition (C&D) Waste: Requires two (2) 30-yard roll-off containers.
  • Recycling: Requires five (5) commingled dumpsters.

• Containers: Contractor provides and maintains MSW and C&D dumpsters; Government provides and maintains residential receptacles.

• Contractor Responsibilities: Provide all management, supervision, labor, tools, materials, supplies, and equipment. Plan, schedule, and coordinate services. Report approximate weights of waste monthly.

• Reporting: Submit quarterly Refuse Reports and monthly solid waste reports including disposal site, total tonnage, and diverted tonnage.

• Quality Assurance: Surveillance plan includes visual inspections, review of service logs, and adherence to performance standards for dumpster location, cleanliness, availability, housekeeping, and hazardous waste spillage.

• Container Maintenance: Keep all containers cleaned, odor-free, and sanitized. Repair any Park-owned containers damaged during service.

• Period: Anticipated one (1) year base period with four (4) option years and one (1) 6-month extension. Base Year: 4/1/2026 - 3/31/2027.

• Operational Hours: Normal hours are 7:00 am to 5:00 pm Mountain Time, Monday through Friday. Services falling on Federal holidays must be resumed within 48 hours.

• Safety: Adherence to OSHA regulations, traffic rules, and weight restrictions. Vehicles must be covered to prevent loss of contents. Immediate collection of any fallen material. Verbal and email reporting of accidents within 2 and 24 hours, respectively.

• Personnel: Drivers must possess a valid CDL. Employees must be legal U.S. residents and communicate clearly in English. Uniforms and company identification required.

• Licenses & Permits: Contractor must obtain and maintain all applicable licenses and permits.

• Insurance: Proof of insurance coverage required at contract award.

• On-Call Services: Contractor may be required to perform additional pickups within 24 hours of notification. These will be paid via government credit card, not exceeding $2,500.00 per service.

• Billing: Monthly invoicing for services rendered, with separate invoices for solid waste and recycling. Invoices must include specific details like contractor name, service date, location, quantity, unit price, etc.

• Billing Verification: COR responsible for checking invoices against contract requirements.
