Project Scope
The project involves upgrading the existing heating system and adding full building cooling capabilities to five buildings (80, 90, 92, 94, & 98) at Sollars ES. The scope includes, but is not limited to, removal and replacement of HVAC systems, supporting building systems (ceilings, partitions, lighting, power, fire protection), roof upgrades at b94, structural beam/column reinforcement at b94, construction of a new central plant enclosure, new mechanical rooms at b90 and b98, associated site work (trenching, repaving/resodding), and removal/replacement of transformers.

Prequalification Requirements & Evaluation
Contractors must receive a “GO” for Factor 1 and be rated “ACCEPTABLE” for Factors 2 and 3 to be considered for the IFB.
- Factor 1 - Eligibility (GO/NO GO): Contractors must possess a Japanese civil construction (doboku isshiki koji) or architectural construction (kenchiku isshiki koji) license, verifiable via the MLIT website. Failure to meet this is a “NO GO” and stops further evaluation.
- Factor 2 - Construction Experience (Acceptable/Unacceptable): Contractors must demonstrate experience on a minimum of one (maximum three) projects that meet all criteria:
- Prime Contractor role.
- Completed within 10 years or at least 50% physically complete if ongoing.
- Performed in Japan.
- Total contract value ≥ ¥500,000,000 (or $5,000,000 USD equivalent).
- Included HVAC work (e.g., DOAS, chilled water plant, district cooling/heating with associated mechanical, electrical, structural modifications).
- Attachment I - Construction Info Sheet R1.docx must be used for submission, limited to five pages per project (excluding JV agreements).
- Factor 3 - Proven Competence (Acceptable/Unacceptable): Evaluated based on past performance (Quality and Schedule) on recent and relevant projects (meeting Factor 2 criteria). Contractors should submit Attachment II - PPQ.docx or CPARS.GOV reports. No past performance information or unverifiable information will result in an “UNACCEPTABLE” rating.
