Purpose & Scope

Government Intent
This Sources Sought is for market research to understand industry capabilities and capacities, helping to refine requirements for the CoE. The government anticipates a follow-on action, potentially a non-competitive, sole-source Undefinitized Contract Action (UCA), for the design, construction, commissioning, explosive qualification, and potentially long-term operation and management of the CoE facility.
Response Requirements
Interested parties (individual companies, teaming arrangements, or partnerships) should address:
- Corporate and Team Capability: Organization structure, team members, roles, and ability to acquire resources.
- Background and Experience: Relevant projects in process design/scale-up of explosives, hazardous materials facility design/construction/commissioning, operation/management of explosive facilities, Explosive Safety Site Plans, and environmental permits/NEPA assessments.
- Proposed Technical Approach / CoE Concept: Conceptual approach, technologies, infrastructure, campus layout, and design flexibility.
- Program Management and Schedule: Integrated Master Schedule, list of buildings/facilities with Net Explosive Weight, and personnel requirements.
- Cost, Assumptions, and Contract Model: Rough Order of Magnitude (ROM) costs for design, construction, commissioning, and production; ROM for price per pound of RDX/HMX; proposed capital structure; and suggested contracting vehicle.
Site Survey Opportunity
A site survey visit is offered at Blue Grass Army Depot on April 8, 2026. Interested vendors must request attendance by April 1, 2026, at 5:00 PM CDT, by contacting Lindsey Arguello, SFC Pramod Khanal, and Thomas Viney. Each vendor is limited to a maximum of four attendees, who must complete Attachment 0003 - BGAD National Crime Information Center (NCIC) Form. Foreign nationals cannot attend this specific visit.
