Purpose & Scope
This market research seeks to understand industry capabilities and capacities for establishing a comprehensive, modern, and efficient CoE. The objective is to establish and retain domestic capability for additional explosive production, serving as a focal point for traditional (RDX, HMX) and next-generation emerging explosives. The government is interested in a single, integrated campus model but will consider distributed or networked concepts. A follow-on non-competitive, sole-source Undefinitized Contract Action (UCA) is anticipated for design, construction, commissioning, and potentially long-term operation.
Key Requirements for Responses
Interested parties (individual companies, teaming arrangements, or partnerships) should address:
- Corporate and Team Capability: Organization, team members, roles, and resource acquisition.
- Background and Experience: Relevant projects in process design/scale-up of explosives, construction/commissioning of hazardous material facilities, operation of explosive facilities (including safety/environmental compliance), Explosive Safety Site Plans, and environmental permits/NEPA assessments.
- Proposed Technical Approach / CoE Concept: Conceptual approach, technologies, infrastructure, campus layout, and design flexibility.
- Program Management and Schedule: Integrated Master Schedule, building list with Net Explosive Weight, and personnel requirements.
- Cost, Assumptions, and Contract Model: Rough Order of Magnitude (ROM) costs for design, construction, commissioning, and transition to production; ROM for price per pound of RDX/HMX; proposed capital structure; and suggested contracting vehicle.
Site & Technical Details
The CoE will be located at Blue Grass Army Depot, KY. Demolition of the BGCAPP facility is scheduled for completion by August 2027, with the site achieving RCRA clean closure to industrial standards and being available without restrictions. While some existing facilities will remain, contractors are responsible for funding restoration, upgrades, or new utility systems. The government is open to exploring all options for explosives production, including next-generation materials like CL-20, and may consider innovations in rocket motor manufacturing. The site is not in a high-risk flood area, and environmental considerations are detailed in the Q&A. The Army is open to tenancy or other novel business models.
