The scope includes reinforced concrete construction for these primary structures, demolition of eight existing magazines, and comprehensive site improvements. Site work covers the relocation of Turkey Road, new access drives, stormwater management systems, paved truck loading/unloading areas, perimeter fencing, gates, signage, and landscaping. Facility-related control systems, incorporating cybersecurity features, are also required. Optional items include a concrete encased duct bank telecommunication utility, repair of Turkey Road, and Furniture, Fixtures, and Equipment (FF&E).

Contract Details

This is an unrestricted, full and open competition solicitation under FAR Part 15, contemplating a Firm Fixed Price (FFP) contract. The NAICS code is 237990 (Other Heavy and Civil Engineering Construction) with a small business size standard of $45,000,000. The estimated magnitude of construction is between $100,000,000 and $250,000,000. The performance period is 1287 calendar days for completion. Performance and Payment Bonds are required, and CMMC Level 1 (Self) requirements apply.

Submission & Evaluation

Proposals are due electronically via PIEE by June 30, 2026, at 2:00 PM EDT. Evaluation will follow a best value tradeoff process, considering price and non-cost/price factors. Non-cost factors include Corporate Experience, Management Approach and Schedule, Safety, Past Performance, and Small Business Utilization and Participation. Technical factors (Corporate Experience, Management Approach, Schedule, Safety, Small Business Utilization) are equally important to each other and, combined, are equal to Past Performance. Technical factors and Past Performance combined are approximately equal to price. No additional Pre-Proposal Inquiries (PPIs) will be accepted. A site visit was conducted on May 21, 2026.
