Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.

- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Army, through ACC-APG-Natick, is conducting a Sources Sought for a Portable Oxygen Generator System (POGS) prototype. This initiative aims to identify potential non-traditional and traditional defense contractors for Other Transaction Agreements (OTAs). The POGS is critical for providing oxygen and compressed air in deployed Role of Care 3 medical settings, supporting operating room anesthesia, patient ventilators, and oxygen cylinder filling. Pre-proposals are due by February 20, 2026.
Scope of Work
The POGS must meet detailed Critical Operational Device Specifications (CODS), including providing 93% oxygen and compressed air at 50 PSI, operating anesthesia devices and patient ventilators, and filling high-pressure oxygen cylinders. Key operational requirements include FDA regulatory oversight, specific power (110-120/220-240 VAC), oxygen concentration (>= 93%+/- 3% USP), weight (desired < 200lbs, minimum < 300lbs), four-person portability (desired two-person), and comprehensive monitors/alarms.
Logistical specifications require Trade Agreements Act (TAA) compliance, comprehensive repair parts support, maintenance no more than once per year, identification of special tools, physical and digital manuals, operator and maintainer training, RMF/ATO supporting documentation, copyright release for technical manuals, a MIL-STD810H compliant transport case, a 1-year minimum warranty, and specific packaging. A desired additional performance parameter is the ability to refill a "D" cylinder in <= 12 minutes.
