Critical Operational Device Specifications:

• FDA Regulatory Oversight (clearance/registration)
• Power requirements (110-120/220-240 VAC, 50/60Hz, auto-detection, battery charging)
• Oxygen Concentration (>= 93%+/- 3% USP)
• Weight (minimum < 300lbs, desired < 200lbs)
• Oxygen Demand for Anesthesia/Ventilator Unit-Compatibility (30 LPM at 50 PSI)
• Portability (four-person portable, compact, reliable, self-contained; desired: two-person)
• Monitors and Alarms (Power failure, Carbon Monoxide, Dew Point Monitor, Purity, with silence option)

Critical Logistical Specifications:

• Trade Agreements Act (TAA) Compliance (verification sheet required)
• Repair Parts Support (comprehensive list, high-failure items identified, availability, proprietary status, procurement method)
• Maintenance Requirement (no more than once per year)
• Special Tools (identification and availability for purchase)
• Manuals (physical and digital User/Operator and Maintenance/Service Manuals)
• Training (operator and maintainer, video tutorials or on-site)
• Risk Management Framework (RMF) / Authority to Operate (ATO) (supporting documentation if deemed relevant)
• Copyright Release (operational and maintenance copyright/distribution release for technical manuals)
• Reusable Harden Transport Case (MIL-STD810H compliant for temperature, rain, vibration, shock)
• Warranty (1-year manufacturer warranty minimum, additional services desired)
• Packaging (self-contained hardcases, approved marked data plates, Item Unique Identification (IUID), case contents list with pictures, closed-cell foam inserts)
• Delivery (30-60 days after award)

Additional Performance Parameter (Desired):

• Cylinder filling capability (refill size "D" cylinder in <= 12 minutes)

This document details the essential technical, operational, and logistical requirements for the POGS. Bidders must ensure their proposed systems meet or exceed these specifications to be considered acceptable. It informs product development, proposal content, and potential contract fulfillment.

Solicitation / RFP / RFQ

This Sources Sought Notice, issued by the Army Contracting Command (ACC)- APG- Natick Division, seeks to identify potential non-traditional and traditional defense contractors for prototype projects for a Portable Oxygen Generator System (POGS) under Other Transaction Agreements (OTAs). The POGS is critical for providing sufficient oxygen and compressed air to patients in deployed Role of Care 3 settings, supporting operating room anesthesia devices, patient ventilators, and filling oxygen cylinders for transport. The Army's ability to provide effective medical care in forward-deployed settings is impacted by the need for a suitable replacement.

• The new POGS must meet specifications detailed in the "Critical Operational Device Specification (CODS)" attachment.

• The system must provide sufficient 93 percent oxygen and compressed air at 50 pounds per square inch (PSI).

• It must be capable of operating anesthesia devices and patient ventilators.

• It must be able to fill high pressure oxygen cylinders for patient transport and system backup.

• Awards will be made through Other Transaction Agreements (OTAs).

• Awards are dependent upon the availability of funds.

• Preproposals are due by 1000 AM Eastern on February 20th, 2026, submitted electronically via email to patrick.j.wallace3.civ@army.mil with the subject line "Preproposal Response to POGS-SMD 2026".

• Preproposals should be no longer than three (3) pages and include:

  • Description of the relevant technology with supporting data.
  • Scope of the proposed effort, including a high-level Work Breakdown Structure (WBS).
  • Description of the proposer's research, development, manufacturing, past performance, or other special qualifications.
  • Anticipated cost for the efforts described.
  • Completed Attachment 0001 – Critical Operational Device Specifications (CODS).
  • Current Technology Readiness Level (TRL) and FDA regulatory pathway status.

• If a preproposal is deemed to have merit, the Government will issue a Request for Full Proposal (RFFP) within 15-30 days.

• Full proposals will be evaluated based on Technical Merit, Military and Program Relevance, Funds Availability, Project Objectives, Regulatory Compliance, Support of U.S. Government Requirements, Key Personnel Qualifications, Facilities, Budget/Cost, and Past Performance.

• The Government may engage in discussions during the development of the full proposal.

• To receive an award, significant participation by non-traditional defense companies (including small businesses) is required, OR a one-third cost share of the total agreed-upon price (unless an exception applies).

• The solicitation number is POGS-SMD 2026.

• The issuing office is Army Contracting Command (ACC)- APG- Natick.

• The issue date is 5 February 2026.
