This is a combined synopsis/solicitation for commercial products and services to engineer, furnish, install, and test (EFI&T) a Secure Video Teleconference suite for Bldg. 23 in the Wing Commander's Office at Spangdahlem Air Base. This announcement is the only solicitation, and quotations are being requested.

• Item/CLIN 0001: Video and Audio Systems for Bldg. 23.

• Item/CLIN 0002: Labor and Installation, including travel costs.

• Item/CLIN 0003: Training.

• The work includes EFI&T of a Secure Video Teleconference suite.

• Commercial warranty applies per RFO 12.105(b).

• Contractors may use their existing quality assurance system and take advantage of commercial warranties.

• Contract Type: Firm-Fixed-Price (FFP).

• Acquisition Value: At or Below SAT ($350,000) or > SAT, ≤ $9M (simplified procedures).

Statement of Work (SOW) / Performance Work Statement (PWS)

To engineer, furnish, install, and test (EFI&T) a Secure Video Teleconference (VTC) suite in Building 23, Room 233 at Spangdahlem AB, Germany.

• Provide all equipment, tools, materials, supplies, transportation, labor, supervision, and incidentals for the VTC system. All provided materials must be new and not refurbished.

• Gather data, inspect installation locations, and determine engineering design requirements in accordance with industry standards.

• Design and install a VTC system supporting both NIPRNET and SIPRNET, integrating with specified government-furnished equipment and providing a user-friendly control interface.

• Install two (2) 98-inch NEC screens, a confidence monitor at the conference table, a monitor at the podium, a multi-zone clock display, and a VTC rack monitor.

• Install primary cameras capable of automatic speaker tracking and a ceiling-mounted audio system.

• Implement a user-friendly, intuitive touch-panel control system with four control touch panels.

• Integrate with Microsoft Teams, existing video/audio matrix switchers, and computer systems.

• Integrate electronic signs for security classification display and lighting that changes color based on network enclave.

• Provide and install a new 42RU lockable equipment cabinet, a 3kVA UPS, and two (2) Power Distribution Units.

• Utilize existing conduits and cable trays, ensuring neat and concealed cabling.

• Coordinate with on-site construction contractors for any necessary modifications.

• Provide "One-Touch" system presets for NIPR VTC, SIPR VTC, NIPR MS Teams Call, and SIPR MS Teams Call.

• Provide user-facing BYOD connection points (USB-C) at the podium, conference table, and VTC equipment rack.

• Ensure all equipment components comply with cybersecurity requirements, including DISA and JITC APLs, and are sustainable for a minimum of five years.

• Perform installation testing, including an installation test plan, installation test, and installation test report.

• System must support NIPRNET and SIPRNET operations.

• Video functionality includes dynamic routing, display of local/remote participants, content up to SECRET classification, and split-screen capability.

• Audio must be clear and intelligible throughout the room.

• Cybersecurity requirements must be met, including adherence to red/black guidance and TEMPEST.

• Equipment must be listed on DISA and JITC APLs and be sustainable for five years.

• System network connectivity must be configured according to VTC Services Policy STIG.

• Place of Performance: Spangdahlem AB, Germany.

• Period of Performance: Ninety (90) days after contract award, including installation, training, testing, and acceptance.

• Contractor shall provide a three (3) year warranty for all provided equipment, parts, and installation workmanship (excluding Cisco equipment).

• Provide user training (2-4 hours for up to 10 staff) and system maintainer training (on-site for up to 10 maintainers).

• Deliverables include: professional standard deliverables, test results, equipment manuals, training material, standard operating procedures, troubleshooting steps, as-built drawings, and configuration management information.

• Contractor personnel must comply with Spangdahlem AB security policies for access and identification badges.

• Adhere to federal, state, local, and site-specific regulations, including environmental management.

• Comply with OSHA and EPA regulations.

• Contractor shall provide a quality control plan and weekly reports.

• Contractor shall provide a program manager and site point of contact (POC).

• Report labor hours via the Enterprise-Wide Contractor Manpower Reporting Application (ECMRA).

• Coordinate with Base Ground Safety, Environmental Management Office, and health officials prior to work commencement.

• Hazardous Material Identification (SDS) must be submitted.

• Obtain Base Civil Engineering Work Clearance Requests for relevant work.

• Contractor is responsible for receipt, staging, and deployment of Contractor-provided equipment and material.

• Clearly mark all Contractor-Furnished Property and Equipment (CFP/CFE).

• Dispose of packing materials in compliance with German/European environmental laws.

• Restore services within seventy-two (72) hours for outages/degradations.

• Contractor employees shall not smoke in Government and/or private facilities.

• Language proficiency levels (NATO standard) are applicable to the lead contractor or contractor supervisor for communication.
