Statement of Work (SOW)

This SOW outlines the requirements for a short-term contract to provide a qualified Special Education Teacher for San Simon Day School (SSDS) to ensure compliance with the Individuals with Disabilities Education Act (IDEA) and deliver high-quality Special Education services to its K-8 students.

• Provide individualized, school-based special education services in accordance with IDEA, Section 504 of the Rehabilitation Act, and 25 CFR Part 39.

• Services include direct instruction, IEP development, progress monitoring, and collaboration with families and school staff.

• Key responsibilities include teaching and instruction, case management, child find activities, IEP facilitation, planning and organization, administrative and professional development, documentation and reporting, parent connection, and communication.

• The contractor must also ensure personnel meet licensure, certification, and background check requirements.

• Ensure timely and compliant service delivery (100% of services initiated within required IDEA timelines).

• Improve student access to specialized support (95% of students receive services at specified frequency and duration).

• Enhance student outcomes through direct services (80% demonstrate progress toward at least one IEP goal per quarter).

• Support culturally responsive practices (100% of providers complete annual cultural competency training).

• Strengthen school-based teams (monthly consultation logs, at least one professional development session per semester).

• Ensure accountability and data-driven decision making (100% of service logs entered weekly, 100% of progress reports submitted quarterly).

• Provide responsive and ethical professional services (100% of staff maintain active licensure and clearance).

• Period of Performance: One base year plus one option year.

• Place of Performance: SSDS campus, Sells, Arizona.

• Core Work Hours: Monday-Friday, 7:30 AM to 4:00 PM (Arizona Time). Direct services generally between 8:00 AM and 3:30 PM, with earlier end times on Fridays.

• Contractor personnel must undergo and pass a BIE federal background check.

• The position is designated as Moderate Risk Public Trust.

• Contractor must provide all personnel, materials, equipment, and services.

• Government-furnished equipment includes a BIE-issued laptop, access to BIE systems, and a Government PIV Card.

• Government-furnished quarters may be provided with an estimated monthly rent of $500 plus $100 for utilities.
