Scope of Work
The contractor will provide non-personal services, including Subject Matter Expert (SME) support, curriculum development, and instructional services for advanced individual training (AIT) in mountain and cold weather operations. Key responsibilities include:
- Supporting formal courses such as Summer Mountain Leaders Course (SMLC), Winter Mountain Leaders Course (WMLC), Scout Skiers Course (SSC), and Mountain Operations Staff Planning Considerations (MOSPC).
- Providing Special Operations Forces (SOF) SME support for planning, scenario development, and evaluation during Mountain Exercises (MTX).
- Developing, revising, and maintaining instructional materials and schedules.
- Delivering classroom instruction and facilitating working groups.
- Monitoring and evaluating training effectiveness.
- Preparing and submitting various reports, including After Action Reports (AARs) and monthly performance assessment reports.

Performance Standards & Special Requirements
- Contractor personnel must demonstrate professionalism and adhere to established military or civilian certification standards for instructional materials and services.
- Reporting requirements include trip reports, conference summaries, post-event AAR inputs, statistical data from student surveys, and monthly performance assessment reports.
- Contractor personnel must possess a TS/SCI security eligibility.
- A SOF SME must have a minimum of 12 years of cumulative SOF experience, 2 years of instructional experience, and meet specific physical fitness standards (e.g., PFT score of 235+).
- All deliverables and associated intellectual property become the property of the U.S. Government.
- Contractor must report all labor hours via the Enterprise-wide Contractor Manpower Reporting Application (ECMRA).
Place of Performance
Most work will be performed at Government facilities and training areas at the Marine Corps Mountain Warfare Training Center (MCMWTC). Travel to CONUS training locations is anticipated, and associated costs must be included in the Contract Line Item Numbers (CLINs).
