This document provides responses to vendor questions regarding the solicitation for SOF SME services.

• Incumbent/Recompete: This is a recompete, with Strategic Advantage Solutions International as the incumbent.
• FTEs Required: One (1) FTE is required.
• Work Hours: The FTE is expected to work 8 hours per day, 5 days per week. Extended hours may be required during training events and exercises. Contractor presence is required on-site every workday; remote work is not an option, except for situational telework during inclement weather or road closures.
• Curriculum Development: The contractor is expected to develop and maintain curriculum in addition to delivering instruction.
• Offer Acceptance Period: The period for offer acceptance cannot be extended due to the time-sensitive nature of the requirement.
• Evaluation Factors: The government will not provide additional weighting or prioritization beyond what is stated in the solicitation for Technical Capability, Price, and Past Performance. Proposals should be prepared according to the stated evaluation criteria.
• Travel Costs: All travel costs must be included in the unit cost of the CLIN and will not be reimbursed separately. Table 4 lists anticipated CONUS travel, but local travel may also be directed. Travel beyond Table 4 requires a bilateral modification. Pricing should assume GSA per diem rates.
• TS/SCI Clearance: The contractor must have possessed a TS/SCI clearance and be TS/SCI eligible at the time of proposal submission, as verified by the MAGTFTC Special Security Office.
• Reporting: Two separate monthly reports are required: a Performance Assessment Report (PAR) and a status report. Prioritization of simultaneous events will be determined by the COR.
• Primary Duty Location: MCMWTC is the primary duty location, and the contractor will work on-site.
• Contract CLIN: The solicitation includes a single 12-month Firm Fixed Price (FFP) CLIN. No option periods are anticipated at this time.

These clarifications do not appear to alter the core requirements or submission deadlines but provide essential details for proposal preparation, particularly regarding on-site presence, travel, and security clearance timing.

Solicitation / RFP / RFQ

This solicitation is for "Special Operations Force Curriculum Services." The government is procuring these services to develop and provide curriculum for Special Operations Forces.

• The primary deliverable is "SOF SME Curriculum Services."

• The pricing arrangement is Firm Fixed Price.

• The contract period of performance is 12 months, from March 16, 2026, to March 15, 2027.

• The solicitation issue date is February 26, 2026.

• The offer due date is March 6, 2026, at 09:00 AM.

• Evaluation will be based on a Best Value Tradeoff source selection process, considering Technical Capability, Price, and Past Performance.

• Technical Capability will be rated using adjectival ratings: Outstanding, Good, Acceptable, Marginal, and Unacceptable.

• Past Performance will be evaluated based on a Performance Risk Assessment of recent and relevant past performance (within the last three years).

• Pricing will be evaluated for fairness, reasonableness, and balance.

• This acquisition is set aside for Small Business.

• The North American Industry Classification Standard (NAICS) code is 611430 (Professional and Management Development Training) with a size standard of USD 15,000,000.00.

• The solicitation includes numerous FAR and DFARS clauses incorporated by reference and in full text.

• Key attachments include a Statement of Work and a Wage Determination.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for contractor support to the Marine Corps Mountain Warfare Training Center (MCMWTC). The primary goal is to provide specialized support for advanced individual training (AIT) in mountain and cold weather operations, including formal schools and service-level training events (SLTEs), to enhance Marine Corps readiness.

The contractor will provide Subject Matter Expert (SME) support, curriculum development, and instructional services. Key areas include:

• Supporting formal courses such as the Summer Mountain Leaders Course (SMLC), Winter Mountain Leaders Course (WMLC), Scout Skiers Course (SSC), and Mountain Operations Staff Planning Considerations (MOSPC).

• Providing Special Operations Forces (SOF) SME support for planning, scenario development, training objective development, and evaluation during Mountain Exercises (MTX).

• Developing, revising, and maintaining instructional materials, schedules, and products.

• Delivering classroom instruction and facilitating working groups.

• Monitoring and evaluating training effectiveness.

• Preparing and submitting various reports, including After Action Reports (AARs) and monthly performance assessment reports.

• Contractor personnel must demonstrate work ethic and professionalism.

• Instructional materials and services must meet established military or civilian certification standards.

• Reporting requirements include trip reports, conference attendance summaries, post-event AAR inputs (ODR format), statistical data reports from student surveys, and monthly performance assessment reports.

• Most work is performed at Government facilities and training areas at MCMWTC.

• Travel to CONUS training locations is anticipated and costs must be included in CLINs.

• The contract is for non-personal services; the Government will not exercise supervision or control over contractor employees.

• Contractor personnel must possess a TS/SCI security eligibility.

• A SOF SME must have a minimum of 12 years of cumulative SOF experience, 2 years of instructional experience, and meet specific physical fitness standards (e.g., complete a PFT with a minimum score of 235).

• All deliverables and associated intellectual property become the property of the U.S. Government.

• Contractor must report all labor hours via the Enterprise-wide Contractor Manpower Reporting Application (ECMRA).
