Scope of Work
The required support encompasses four key task areas:
- Task Area 1: Transition Phase-in/Phase-out Plan – Developing and executing plans for smooth service transition, including staffing and knowledge transfer, requiring cybersecurity work role qualifications (e.g., CompTIA Security+ CE).
- Task Area 2: Task Order Management – Proactive program management, risk management, communication, and reporting, with a designated SME for FRRS Transactions.
- Task Area 3: Spectrum Tools Support – Providing Tier II technical support, training, and testing for GEMSIS spectrum management tools (SXXI, E2ESS, JSIRO, JSDR, ISD), including incident reporting and ticket management via DISA ITSM+.
- Task Area 4: FRRS Transactions – Updating and processing Frequency Resource Record System (FRRS) frequency assignment data for Armed Services and US Coast Guard, requiring IAT Level II personnel with Security+ CE.

Key Requirements
- Security: Vendors must possess a Secret Facility Clearance. Personnel must be US citizens with interim or final Secret security clearances (up to NATO SECRET for specific tasks). Tier 3 investigation required.
