Performance Work Statement (PWS)

To provide Spectrum Information Systems (SIS) Tier II technical, administrative, and Electromagnetic Spectrum (EMS) operational support for the Global Electromagnetic Spectrum Information System (GEMSIS) portfolio of applications on SIPRNet and NIPRNet.

• Task Area 1: Transition Phase-in / Phase-out Plan: Develop and execute plans for smooth transition of services, including staffing and contract records transfer. Requires cybersecurity qualifications (DoDD 8140.01/03, CompTIA Security+ CE).
• Task Area 2: Task Order Management: Manage all aspects of the program, including staffing, risk management, communication, and reporting. Requires qualified personnel with at least 8 years of experience supporting spectrum operations.
• Task Area 3: Spectrum Tools Support: Provide Tier II technical support, issue validation, and training for GEMSIS spectrum management tools (SXXI, E2ESS, JSIRO, JSDR, ISD). Requires cybersecurity qualifications (DoDD 8140.01/03, CompTIA Security+ CE).
• Task Area 4: FRRS Transactions: Update and process Frequency Resource Record System (FRRS) frequency assignment data for various military services and coordinate with NTIA. Requires cybersecurity qualifications (DoDD 8140.01/03, CompTIA Security+ CE) and 2+ years managing FRRS transactions.

Deliverables must be submitted on time with minimal defects. Customer support quality will be assessed via customer feedback and periodic inspection of reports. Performance will be documented in CPARS.

• Period of Performance: One 12-month base period plus four 1-year option periods.

• Place of Performance: On-site at Government facilities (Annapolis, MD; Ft. George G. Meade, MD), alternate work sites, or contractor facilities. Classified work must be performed at Government facilities.

• Security: Requires personnel with a SECRET security clearance. Facility clearance at the SECRET level is also required. Compliance with DISA and DoD security instructions is mandatory.

• Certifications: Personnel must meet cybersecurity work role qualifications (DoDD 8140.01/03) and maintain DoD-approved baseline certifications (e.g., CompTIA Security+ CE).

• Reporting: Monthly status reports, incident reports, and FRRS reports are required.

• NDAs: Non-Disclosure Agreements are required for all personnel.

• CMMC: Subject to Cybersecurity Maturity Model Certification (CMMC) policies and regulations.

• Task Area 1: Transition Phase-in/Phase-out Plan: Develop and execute plans for smooth transition of services, including staffing and knowledge transfer. Requires cybersecurity work role qualifications (e.g., CompTIA Security+ CE).
• Task Area 2: Task Order Management: Proactive program management, including planning, risk management, communication, and reporting. Requires qualified personnel, including a designated SME for FRRS Transactions. Personnel must possess specific experience and certifications.
• Task Area 3: Spectrum Tools Support: Provide Tier II technical support, training, and testing for GEMSIS spectrum management tools (SXXI, E2ESS, JSIRO, JSDR, ISD). Involves incident reporting, ticket management via DISA ITSM+, and Continuity of Operations Plan (COOP) preparation. Requires cybersecurity work role qualifications (e.g., CompTIA Security+ CE).
• Task Area 4: FRRS Transactions: Update and process Frequency Resource Record System (FRRS) frequency assignment data for Armed Services and US Coast Guard. Involves coordination with NTIA, data conversion, and COOP preparation. Requires IA designated personnel at IAT Level II with Security+ CE.

Sources Sought Notice

This notice is issued by the Defense Information Systems Agency (DISA) to determine the capability of small businesses (including SDB, 8(a), SDVOSB, HUBZone, WOSB) to provide Tier II technical, administrative, and Electromagnetic Spectrum (EMS) operational support for the Global Electromagnetic Spectrum Information System (GEMSIS) program portfolio. This support is required for applications on SIPRNet and NIPRNet.

• Incident Management: Experience with DISA Global Service Desk IT Service Management Plus (GSD ITSM+) for incident reports and metrics.

• Spectrum Software Tools:

  • SXXI (Spectrum Twenty-One): Experience with client, helpdesk utilities, server manager, and domain manager for frequency assignment records, communications analyses, and server administration.
  • JSDR (Joint Spectrum Data Repository): Experience with the Alfresco Account Management Tool for user account administration and access to spectrum database components and analytics.
  • E2ESS (End-to-End Supportability System): Experience with STEPSTONE Editor, Process Manager, Explorer, and HNSWDO for spectrum supportability business processes and worldwide visibility of equipment supportability. This includes administering user accounts via STEPSTONE and HNSWDO Account Management Tools.
  • Strategic Spectrum Planning Support: Experience utilizing SXXI Client and Server Manager for frequency assignments in coordination with the National Telecommunication and Information Administration.

• Anticipated Period of Performance: May 19, 2026 – May 18, 2031 (one base year + four option years).
