Purpose & Scope of Work

- Task Area 3: Spectrum Tools Support: Providing Tier II technical support, issue validation, training, and incident management via DISA GSD ITSM+ for GEMSIS tools.
- Task Area 4: FRRS Transactions: Updating and processing Frequency Resource Record System (FRRS) frequency assignment data for military services and coordinating with NTIA.
Key Requirements & Qualifications
- Security: Requires a Secret Facility Clearance and personnel with SECRET security clearances (up to NATO SECRET for specific tasks). Compliance with DISA and DoD security instructions is mandatory.
- Certifications: Personnel must meet cybersecurity work role qualifications (DoDD 8140.01/03) and maintain DoD-approved baseline certifications (e.g., CompTIA Security+ CE).
- Experience: Demonstrated experience with DISA Global Service Desk IT Service Management Plus (GSD ITSM+), and specific GEMSIS spectrum management tools (SXXI, JSDR, E2ESS, JSIRO, ISD), including user account administration and strategic spectrum planning support. At least 2 years of experience managing FRRS transactions is required for relevant personnel.
