Statement of Work (SOW) / Performance Work Statement (PWS)

To ensure vaults and septic equipment in the Sitka Ranger District remain safe, sanitary, and fully operational throughout the open season, complying with all applicable Environmental Protection Agency (EPA), National Environmental Policy Act (NEPA), and Occupational Safety and Health Administration (OSHA) requirements.

• Provide vault pumping services at multiple sites within the Sitka Ranger District.

• Services include pumping, sewage disposal, cleaning, and backfilling.

• All services must be performed in accordance with this PWS and applicable local, state, and federal standards, laws, and regulations.

• Work will be performed on an "as-needed" basis, authorized through task orders.

• Specific services, frequency, facility, location, and period of performance will be detailed at the task order level.

• General Vault Pumping: Pump and dispose of wastewater and solids, ensure vaults are left clean, and backfill with water to reduce odor. Septic tanks at Host Cabin and RV Host Site do not require rinsing or backfilling. Work to be completed within 7 calendar days of COR notification.

• Wet Wells (Sumps): Service wet wells at the Host Cabin site within 14 calendar days of COR notification. Dislodge and remove accumulated sludge, grease, and debris from pumps and pipes, and inspect equipment.

• Waterless Sweet Smelling Toilet (SST) Vaults: Inspect equipment, pump SST vaults identified as full within 14 days of COR notification. After pumping, spray sides and bottom with water, pump out wash water, and backfill with 100 gallons of fresh water.

• Environmental and Property Protection: Do not rinse trucks or equipment on National Forest System lands. Dispose of waste products off-site. Repair any damage to Government property at contractor's expense.

• Over and Above Work (O&AW): Work not covered by standard tasks requires a written request with detailed information for CO authorization.

• Acceptable Performance: 95% of the requirement satisfied, with no more than 2 valid customer complaints per month for Vault Pumping Services. Zero deviations from the performance standard for Over and Above Work.

• Remedy for Defective Services: Rework within 24 hours at no cost to the Government.

• Place of Performance: Sitka, Southeast Alaska.

• Period of Performance: 1 Base Period of 12 months and 4 Option Periods of 12 months each. Estimated POP: Date of Award through April 30, 2031.

• Contract Type: Firm-Fixed Price (FFP), Requirements, Service Contract with up to a 5-Year Ordering Period.

• Government Key Personnel: Contracting Officer (CO) and Contracting Officer's Representative (COR).

• Contractor Key Personnel: Contract Manager and Quality Control Representative.

• Invoicing: Submit invoices via the Invoice Processing Platform (IPP).

• Security: Contractor responsible for safeguarding Government property.

• Access to Government Facilities: Coordinate access with COR at least 5 business days in advance.

• Identification: Contractor employees must wear visible nametags.

• Conduct: Contractor personnel are subject to removal for misconduct or other reasons.

• Safety: Conduct activities in a safe manner, complying with applicable codes and standards.

• Government-Furnished Property/Utilities: None will be provided.

• Applicable Laws: Comply with EPA, NEPA, OSHA, and other federal, state, and local regulations.
