Scope of Work

This acquisition requires the purchase, delivery, and installation of a new and unused Rotor Stator Test Stand (RSTS) with associated equipment, accessories, and comprehensive training. The RSTS must be a new design, not a prototype, constructed with cutting-edge technology. It must be capable of testing various stator types and a speed sensor, featuring at least five independent drive systems for multiple speeds. Key testing capabilities include insulation resistance, stator/sensor continuity, and functional testing (open/closed circuit voltage). The system must be modular, standalone, and able to test electrical components for Unit Under Test (UUT) and subcomponents according to Technical Orders (T.O.s). It will include a Data Acquisition (DAQ) system utilizing LabVIEW and communicating with a Siemens S7 Programmable Logic Controller (PLC).

Contract Details

  • Contract Type: Firm-Fixed-Price.
  • Set-Aside: 100% Small Business Set-Aside.
  • Delivery: Required within 52 weeks After Receipt of Order (ARO) for the test stand. Overall project delivery, including installation and training, is expected no later than eighteen (18) months after the contract date.
  • Place of Performance: Installation and testing will occur at Tinker Air Force Base (AFB), Building 9001, S Coffeyville, OK.
  • Warranty: Minimum of two (2) years.

Submission & Evaluation

  • Quotations Due: March 2, 2026, at 3:00 PM Central Standard Time (CST).
  • Submission Method: Emailed quotations are preferred.
  • Required Submission Items: Vendors must "wet" sign and date the solicitation, fill in vendor information, complete CLIN Unit Pricing on page 2, answer questions for clause 52.204-24 on pages 24-25, and submit proof of technical evaluation criteria needed to fulfill the requirement.
  • Evaluation Criteria: Award will be made to the vendor who is technically acceptable with the lowest evaluated price, following FAR Part 12 (Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures).
  • Eligibility: Vendors must be registered in the System for Award Management (SAM).
