  3. Past Performance: Demonstrated performance on similar work, including cost control, quality, independence, and schedule compliance, primarily from PPIRS.
  4. Capacity: Ability to perform approximately $4,000,000.00 in work annually, managing multiple concurrent task orders.
  5. Knowledge of the Locality: Familiarity with the geographical and ecological region within the LRD and navigable commercial inland waterways in the U.S.
  6. Equitable Distribution of DoD Contracts: Used as a tie-breaker among technically equal firms.
