- Risk and uncertainty analyses, master planning, and ecosystem restoration techniques.
- Geospatial data interpretation, database management, and public involvement programs.
- Development of feasibility reports and preliminary concept plans. All work must comply with the National Environmental Policy Act (NEPA), National Historic Preservation Act (NHPA), and Endangered Species Act (ESA).

- B. Professional Qualifications: Experience, education, registrations/licenses/certifications, and longevity of key personnel (e.g., Water Resources Planners, Economists, Ecologists, Architects, Engineers).
- C. Past Performance: Demonstrated performance on similar projects regarding cost control, quality, independence, and schedule compliance (primarily via PPIRS).
- D. Capacity: Ability to perform approximately $4,000,000.00 in work and manage multiple concurrent task orders.
- E. Knowledge of the Locality: Familiarity with the LRD geographical and ecological region and commercial inland waterways.
- F. Equitable Distribution of DoD Contracts: (Tie-breaker) Volume of DoW A-E contracts in the last 12 months.
