Scope of Work
Services include, but are not limited to:
- Water resources planning, transportation system modeling, and economic impact analyses.
- Environmental impact assessments, biological assessments, and navigation externality analyses.
- Intermodal operations planning, industrial/port site identification, and plan alternatives formulation.
- Inland shallow and deep draft fleet inventories, risk and uncertainty analyses, and public involvement programs.
- Database management, watershed planning, financial analysis, and mathematical programming.
- Ecosystem restoration techniques, terrestrial and aquatic environmental design, and master planning.
- Recreation demand modeling, marketability/feasibility analyses, and regional economic forecasting.
- Development of feasibility level/preliminary concept plans, community planning, and site planning.
- Geospatial data interpretation, post-flooding event damage compilations, and general development of feasibility reports. All work must comply with the National Environmental Policy Act, National Historic Preservation Act, and Endangered Species Act.

Evaluation Criteria (Descending Order of Importance)
- Specialized Experience and Technical Competence: Demonstrated experience in water resources planning, environmental impact assessments, economic impact analyses, physical/biological baseline condition, historic properties/cultural resources, freight transportation, and various other planning and analytical services.
- Professional Qualifications: Relevant experience, education, registrations/licenses/certifications, and longevity of key personnel (e.g., Water Resources Planners, Economists, Ecologists, Landscape Architects, Archeologists, GIS Specialists).
- Past Performance: Demonstrated performance on similar work with respect to cost control, quality, independence, and schedule compliance, primarily from PPIRS.
- Capacity: Ability to perform approximately $4,000,000.00 of work per period, with adequate qualified personnel to manage multiple concurrent task orders.
- Knowledge of the Locality: Familiarity with the geographical and ecological region within the LRD and navigable commercial inland waterways in the United States.
- Equitable Distribution of DoD Contracts: Volume of DoW A-E contract awards in the last 12 months (tie-breaker).
