Scope of Work

Services encompass various engineering areas, including electrical, environmental, mechanical, and structural. Projects may include barracks, administrative facilities, maintenance shops, child development centers, physical fitness centers, food service facilities, ranges, training facilities, museums, airfield structures, roads, public safety facilities, athletic fields, underground utilities, overhead utilities, gates, cemeteries, warehouses, auditoriums, and research, development, and testing facilities. A "Seed Project" is included as part of the initial evaluation.

- Number of Awards: Up to thirteen (13) MATOC holders are anticipated.
- Period of Performance: A five (5) year ordering period (July 30, 2026 - July 29, 2031), with two (2) one-year option periods, totaling seven (7) years.
- Minimum Guarantee: $5,000.00 per MATOC contract for the 5-year ordering period.

Set-Aside
This is a Total Small Business Set-Aside (SBSA). Offerors must be certified small businesses at the time of proposal submission, award, and throughout the contract life.
Evaluation Criteria
Proposals will be evaluated using Best Value Lowest Price Technically Acceptable (LPTA) source selection procedures, based on three factors:
- Technical Capability Approach: Assesses management and staffing (key personnel qualifications), the Seed Project (technical capability, bonding, staffing, schedule), and MATOC Program Management (organization, concurrent TO management, resource allocation, quality management).
- Past Performance: Evaluates recent and relevant performance as a prime contractor or affiliate. Past Performance Questionnaires (PPQs) are required; CPARS are not accepted in lieu. A "neutral" rating is considered "Acceptable."
- Cost/Price: Evaluated for completeness, balanced pricing, and reasonableness. Only the Seed Project pricing will be evaluated for the MATOC award. A rating of "Acceptable" is required for both Technical Capability Approach and Past Performance to be considered for award. The Government may award without discussions.

- Proposal Validity: Proposals must be valid for 180 days from the RFP close date.
- Page Limits: Volume I (Technical Capability Approach) is limited to 75 pages; Volume II (Past Performance) is limited to 35 pages. Volume III (Cost/Price) has no page limitation.
- Required Attachments: Offerors must submit Attachment 0002 (Rate Price Sheet NTE), Attachment 0003 (Past Performance Questionnaire), and Attachment 0006 (Contractor Bid Sheet).
- Amendment Acknowledgment: Offerors must acknowledge Amendment 0001 within their proposal.
- Questions Deadline: The deadline for submitting questions has passed (April 3, 2026).

This solicitation, W51EW7-26-R-A002, has been amended by Amendment 0001, which revised sections L and M and incorporated updated attachments. All other terms and conditions remain in full effect.
