Services encompass various engineering areas (electrical, environmental, mechanical, structural) for facilities such as barracks, administrative buildings, maintenance shops, and utilities. The contract explicitly excludes A-E services and Design-Build requirements.

A Seed Project is included, focusing on the conversion of Building 4504 at Aberdeen Proving Grounds into office space (first floor only). This involves minor design, demolition, construction, and renovation, with a 360-calendar day period of performance and specific requirements for a Maryland P.E. stamp. Hazardous materials are present at the site.

Contract Details

Submission & Evaluation

  • Past Performance: Offerors must provide 3-5 relevant government contracts/TOs valued at $1,000,000 or greater (or $500,000-$1,000,000 if similar scope) completed within the last seven years. Only the prime offeror's past performance will be considered. Past Performance Questionnaires (Attachment 0003 v2) are required and due by June 3, 2026, at 2:00 pm CT.
  • Cost/Price: Evaluated for completeness, balance, and reasonableness. All proposals must acknowledge the latest amendments and remain valid for 180 days.
