The Seed Project specifically involves the first-floor conversion of barracks into office space at Building 4504, Aberdeen Proving Ground, including demolition, new HVAC, electrical upgrades, architectural finishes, bathroom/kitchen renovations, and a new fire protection/mass notification system. A-E services and design-build are explicitly excluded.

Contract Details

This is a Firm Fixed-Price (FFP) Indefinite-Delivery Indefinite-Quantity (IDIQ) MATOC. The Government anticipates awarding up to thirteen (13) contracts. The contract has a five-year ordering period (July 30, 2026 - July 29, 2031) with two (2) one-year option periods, totaling seven years. The minimum guarantee is $5,000.00 per contract, with a maximum ceiling of $1,050,778,375. The Seed Project will be FFP.

Submission & Evaluation

This is a Total Small Business Set-Aside under NAICS Code 236210 ($45,000,000 size standard). Proposals must be submitted electronically through the PIEE Solicitation Module. Evaluation will use Best Value Lowest Price Technically Acceptable (LPTA) source selection procedures, based on three factors: Technical Capability Approach (Management & Staffing, Seed Project, MATOC Program Management), Past Performance, and Cost/Price. An "Acceptable" rating is required for Technical Capability and Past Performance. Offerors must provide 3-5 relevant government contracts/TOs valued at $1,000,000 or greater, completed at least 50% within the last seven years. Past Performance Questionnaires are due by June 3, 2026, at 2:00 PM CT. Proposals must be valid for 180 days.
