Purpose & Scope

The objective is to secure comprehensive video production support services for ILEAD's production and delivery service line. This includes pre-production, production, and post-production video support for various projects, such as satellite television and multimedia initiatives.

Key services include:

• Scriptwriting, producing, directing, videography, audio recording, graphics production, teleprompting, acting, makeup, broadcast engineering, and video editing.
• Production categories cover live/live-to-tape satellite broadcasts, field-based documentary/news magazine style shoots, conference/training event coverage, and "film-style" shoots.
• Work locations are approximately 40% at the ILEAD Studio in St. Louis, MO, and 60% in field locations nationwide.
• Services span pre-production (scripting, budgeting, location scouting, casting), production (standard 10-hour days, overtime, equipment provision), and post-production (editing, graphics, color correction, audio mixing, master creation).
• Specific deliverables will be detailed in individual Task Orders.

Contract Details

• Contract Type: Blanket Purchase Agreement (BPA) for firm-fixed-price task orders.
• Set-Aside: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) per VA Acquisition Regulation (VAAR) 819.7006.
• Period of Performance: 60 months, from June 28, 2026, to June 27, 2031.

Performance Standards & Requirements

• All production crew members must be experienced professionals. The contractor must maintain an effective quality control program, monitored via a Quality Assurance Surveillance Plan (QASP) with 100% inspection.
• Response time for calls/emails to ILEAD Executive Producer or COR is within one business day. Deliverables are subject to review within 5 business days, with 3 days for contractor revisions.
• Contractor may need to provide video production equipment not supplied by ILEAD.
• Compliance with records management laws (NARA) is required; all data created is the property of the U.S. Government.
• Contracted personnel will not access VA information systems and will be escorted if at a VA facility.
• Monthly reporting of all BPA Delivery/Task Orders is required. Travel is reimbursable per GSA Federal Travel Regulation for specific task orders. Invoicing will be monthly in arrears via OB10 Tungsten.
