Scope of Work
The contractor will provide a wide range of video production services, including scriptwriting, producing, directing, videography, audio recording, graphics production, teleprompting, acting, makeup, broadcast engineering, and video editing. Production categories include live/live-to-tape satellite broadcasts, field-based documentary/news magazine style shoots, conference/training event coverage, and "film-style" shoots. Approximately 40% of the work will be performed at the ILEAD Studio in St. Louis, MO, with the remaining 60% at various nationwide VA facilities or other field locations. Services are required when internal VA assets are insufficient.
Contract Details & Period of Performance
This will be a Firm-Fixed Price (FFP) Blanket Purchase Agreement (BPA). The period of performance is five (5) years, from June 28, 2026, to June 27, 2031. Individual task orders under the BPA are estimated to reach up to $200,000, with an overall BPA ceiling of $1,511,000. Eligibility & Submission Requirements
This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offerors must be SBA-certified as an SDVOSB at the time of offer and award. Proposals must be submitted electronically by the deadline and include four volumes: Technical, Past Performance, Price, and Solicitation/Award Documents. Key technical requirements include demonstrating quality through at least 3 work samples, providing 10 examples of nationwide fieldwork, showcasing staff/business infrastructure, and experience with St. Louis studio production and actor casting. Offerors must also comply with Service Contract Labor Standards (SCLS) wage determinations and limitations on subcontracting.
