Quick Summary

The Department of Veterans Affairs (VA), specifically the Veterans Health Administration (VHA) and its Institute for Learning, Education and Development (ILEAD), has issued Solicitation 36C77626Q0178 (Amendment 0001) for a Blanket Purchase Agreement (BPA) for comprehensive Video Production Support Services. This opportunity is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Proposals are due by May 5, 2026, at 1:00 PM EDT.

Scope of Work

The BPA will provide pre-production, production, and post-production video support for various projects, including live/live-to-tape satellite broadcasts, field-based documentary/news magazine style shoots, conference/training event coverage, and "film-style" shoots. Services encompass scriptwriting, producing, directing, videography, audio recording, graphics production, teleprompting, acting, makeup, broadcast engineering, and video editing. Approximately 40% of the work will be performed at the ILEAD Studio in St. Louis, MO, with the remaining 60% at field locations nationwide.

Contract Details & Period

This will be a Firm-Fixed Price (FFP) Blanket Purchase Agreement (BPA) with a five-year period of performance, from June 28, 2026, to June 27, 2031. Individual task orders may reach up to $200,000, with an overall BPA ceiling of $1,511,000.00. The primary NAICS code is 512110 (Motion Picture and Video Production).

Key Requirements for Offerors

Offerors must demonstrate extensive experience and capability, including:

  • Providing at least three samples of previous freelancer/field crew work (within the last three years) for quality evaluation.

  • Demonstrating staff and business infrastructure for contract administration, including rapid response, simultaneous scheduling, timely invoicing, and appropriate insurance.
  • Providing at least three examples of studio video production services in St. Louis, MO (within the last three years).
  • Demonstrating experience in locating, casting, and paying union and non-union actors nationwide (at least three examples).
  • Outlining quality control procedures for screening and evaluating freelancers/field crews.
  • Certifying compliance with subcontracting limitations, ensuring not more than 50% of the contract amount is paid to non-SDVOSB/VOSB firms for services.

Submission & Evaluation

Proposals must be submitted electronically via email by May 5, 2026, at 1:00 PM EDT. Submissions require four parts: Technical, Past Performance, Price, and Solicitation/Award Documents/Certifications. Offerors must use the updated "S06 – ATTACHMENT 2 – UPDATED VIDEO PRODUCTION BPA Price List – 4.20.26." Resumes are not required for Volume I, and Attachment 3 (Task Request) is for example purposes only and not required for submission.
