Solicitation / RFP / RFQ

This document is an Innovative Solutions Opening (ISO) solicitation from the Advanced Research Projects Agency for Health (ARPA-H) for the Technology Integrator and Accelerator (TIGAR) effort. ARPA-H is seeking foundational proofs-of-concept for stabilizing regenerative tissues and organs by developing enabling technologies for temperature-flexible storage. The goal is to unlock capabilities for storing and distributing complex biologics with reduced reliance on strictly controlled temperature zones.

• Proposals should focus on biopreservation concepts demonstrating feasibility for stabilizing regenerative tissues and organs.

• Solutions may involve new materials, AI/ML, high-throughput screening, biological interventions, devices, processing methods, analytical technology, and packaging.

• Concepts must demonstrate progress towards functional preservation of organoids, organs, organ sub-units, or 1 cm³ volumes of tissue for at least 30 days at practical temperatures.

• Innovations at the cellular level without a strategy for deployment in thick tissues will not be considered.

• The effort is structured as an 18-month period of performance with two 9-month phases and a down-select after Phase 1.

• Anticipated award(s): Multiple Other Transaction (OT) Agreements.

• Total ARPA-H funding requested must not exceed $2 million USD per proposal over the 18-month period of performance.

• Two intake groups for submissions with distinct deadlines for Solution Videos and Full Proposals.

• Intake Group 1 Deadlines: Solution Video due June 8, 2026; Full Proposal due August 5, 2026.

• Intake Group 2 Deadlines: Solution Video due December 8, 2026; Full Proposal due February 5, 2027.

• ISO closing date: February 5, 2027.

• Submissions require a 7-minute Solution Video and a Full Proposal.

• Full Proposals will be evaluated based on Scientific and Technical Merit, Proposer's Capabilities and/or Related Experience, Contribution to ARPA-H Mission and Relevance to User Experience, and Proposed Cost/Price.

• ARPA-H will not reimburse entities for costs incurred in responding to this ISO.

• Universities, non-profit organizations, small businesses, and other commercial entities are encouraged to respond.

• Federally Funded Research and Development Centers (FFRDCs) and government entities will not be considered as prime or sub-performers, unless they possess unique capabilities and all other options have been exhausted.

• Foreign entities may participate if they comply with relevant regulations and statutes, but cannot be entities of concern or involved in malign foreign talent recruitment programs.

• Proposers must be registered in SAM.gov with a valid Unique Entity Identifier (UEI).

• A virtual webinar will be held on May 20, 2026.

• Resource sharing is encouraged.

• Specific requirements for intellectual property, software component standards, genomic data sharing, organizational conflicts of interest, research security, human subjects research, and vertebrate animal subjects research are detailed.

• Appendices provide detailed guidance on program/technical descriptions, video format, proposal formats, and administrative policies.
