Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Quick Summary
The Advanced Research Projects Agency for Health (ARPA-H), under the National Institutes of Health, has issued an Innovative Solutions Opening (ISO) for the Technology InteGrator and AcceleratoR (TIGAR) initiative. This solicitation seeks foundational proofs-of-concept to develop enabling technologies for temperature-flexible storage of regenerative tissues and organs. The goal is to overcome current roadblocks in storing and distributing complex biologics. The initial deadline for Intake Group 1 Solution Videos is June 8, 2026.
Scope of Work
ARPA-H is looking for solutions that can stabilize regenerative tissues and organs, enabling temperature-flexible storage in increasingly larger and more complex biological systems. This includes innovations in new materials, artificial intelligence/machine learning, high-throughput screening, biological interventions, devices, processing methods, analytical technology, and packaging. Proposed concepts must demonstrate progress towards functional preservation of organoids, organs, organ sub-units, or 1 cm³ volumes of tissue for at least 30 days at practical, non-cryogenic temperatures. Innovations at the cellular level without a strategy for deployment in thick tissues will not be considered.
Contract & Timeline
- Opportunity Type: Solicitation (Innovative Solutions Opening - ISO)

Proposals will be evaluated based on Scientific and Technical Merit, Proposer's Capabilities and/or Related Experience, Contribution to ARPA-H Mission and Relevance to User Experience, and Proposed Cost/Price. ARPA-H will not reimburse entities for costs incurred in responding.
Amendments & Notes
This opportunity has undergone three amendments. Amendment 3 (June 1, 2026) removed track changes and an erroneous comment from Appendices B and C4, with updated versions uploaded. Amendment 2 (May 14, 2026) updated instructions for submitting Solution Videos (pages 7-8 of the ISO) and simplified Appendix B.1. Amendment 1 (April 24, 2026) updated webinar and registration dates. A virtual webinar was held on May 20, 2026. Proposers are encouraged to follow the opportunity for updates and refer to the ARPA-H website for more information.
