Quick Summary

The Department of the Air Force, through FA8137 AFSC PZIOC, is soliciting proposals for the Renovation of Restrooms in Building 117 (B117) at Tinker Air Force Base, Oklahoma. This Firm Fixed-Price Design-Bid-Build contract involves comprehensive demolition and replacement of plumbing fixtures, domestic piping, and sanitary sewer systems. Proposals are due by June 29, 2026, at 2:00 PM CTD.

Scope of Work

The project requires the contractor to furnish all materials, labor, and services for the complete renovation of men's and women's restrooms in B117. Key tasks include a site investigation to verify existing conditions, complete demolition and replacement of all existing plumbing fixtures, domestic piping, and sanitary sewer. The facility will remain occupied during construction, necessitating the provision of four portable bathrooms and four portable showers (conditioned with HVAC and serviceable bladders), with the contractor responsible for cleaning. Construction will be phased, with the men's restroom completed before the women's. Dust control measures, including hard-wall partitions and negative air machines, are mandatory. The project also requires adherence to Foreign Object Debris (FOD) prevention, affirmative procurement for EPA, USDA, and Energy Star designated items, and management of identified lead concerns in wall tile glaze.

Eligibility & Restrictions

This opportunity is a Total Small Business Set-Aside (FAR 19.5) and is strictly limited to current MAC BOA Holders who attended the mandatory site visit on May 14, 2026. Only those who attended the site visit are eligible to submit a proposal.

Contract Details & Timeline

This is a Firm Fixed-Price contract with a 625-calendar day period of performance after award. The acquisition utilizes Lowest Priced Technically Acceptable (LPTA) Source Selection procedures. Technical evaluation will assess "Capability and Management" and "Schedule and Planning," requiring an "Acceptable" rating in all subfactors. Price proposals will be evaluated for reasonableness, balanced pricing, and realism. A bid guarantee of 20% of the bid price or $100,000 (whichever is less) is required. Funds are not presently available, and the award is contingent upon appropriation.

Submission Requirements

Proposals are due by June 29, 2026, at 2:00 PM CTD. Submissions must be electronic, in formats readable by MS Word, Excel, PowerPoint, MS-Project, or text-searchable Adobe Acrobat PDF. Password-protected files are not permitted. Each page must include the "CUI SOURCE SELECTION INFORMATION" legend. Email submissions must use "Company Name, Source Selection Information" in the subject line, and zip files are not accepted. Offerors must provide a statement of completed annual representations and certifications via SAM.gov.

Additional Notes

Contractors must comply with extensive Tinker AFB General Requirements, including those for safety, environmental protection, airfield operations (though this project is not in an airfield operations area), construction progress schedules, submittal procedures, quality control, and operation and maintenance data. The most recent RFI document clarifies that specifications take precedence over drawings and that no stamped design documents are required from the contractor for this Design-Bid-Build project.
