Technical Capability and Past Performance are evaluated on a pass/fail basis. Descriptive literature is required to demonstrate compliance with specifications. Past performance exceeding 3 years will not be evaluated.

Performance Work Statement (PWS)

To provide shuttle services for the 2026 Gunfighter Skies Open House at Mountain Home AFB (MHAFB), ID, ensuring continuous and reliable transportation for approximately 50,000 guests daily.

• Provide 10 buses/shuttles, with an option to increase to 20, capable of accommodating 44-60 passengers each.

• Ensure 2 of the initial 10 buses/shuttles are American Disability Act (ADA) compliant.

• Provide adequate staffing for shuttle coordination, prioritizing passengers with disabilities.

• Ensure all work is performed in accordance with federal, state, and local laws, regulations, and manufacturer specifications.

• Arrive by 0700 on Saturday, May 16, 2026.

• Provide on-site support with a technician available between 7:00 am to 7:00 pm on Saturday, May 16, 2026, and Sunday, May 17, 2026, with a response time of no more than two hours.

• In case of an inoperable bus/tram, immediately resolve the issue by dispatching a substitute or facilitating repairs within two hours.

• All refueling must occur when no passengers are on board.

• Personnel with duties involving firearms/ammunition must complete DD Form 2760 annually and not have a domestic violence conviction.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide all personnel, labor, supervision, management, supplies, tools, equipment, parts, materials, transportation, shipping & delivery, and all other necessary items and services for gym equipment maintenance at the Gunfighter Fitness Center, Mountain Home AFB, Idaho.

• Perform on-site preventative maintenance and equipment repair services.

• Document all maintenance and repairs in a maintenance repair log.

• Conduct monthly (Level 1) and quarterly (Level 2) preventative maintenance as per the schedule in Appendix A.

• Perform on-site electronic tests and inspections, including lubrication, adjustment, calibration, cleaning, pad repair, and replacement of worn parts.

• Respond to unscheduled service calls within 24 hours and complete repairs within two (2) business days.

• Supply required replacement parts, except for those under warranty. Parts up to $500.00 per occurrence are the contractor's responsibility. COR approval needed for parts between $500.00 and $2,500.00, and CO approval for parts exceeding $2,500.00.

• Provide materials and equipment for upholstery repair or replacement, matching manufacturer specifications and color.

• Maintain a detailed maintenance repair log and submit reports for all service calls.

• Comply with all applicable federal, state, local laws, regulations, manufacturer's specifications, and commercial practices.

• Adhere to environmental controls, including hazardous material handling, storage, and waste disposal.

• Comply with security, OPSEC, and antiterrorism requirements, including personnel training, background checks, and access procedures.

• Preventative maintenance to be done according to manufacturer's specifications.

• Unscheduled repairs to be completed within two (2) business days.

• Maintenance repair log to be maintained and submitted as specified.

• Quality control program to be employed to ensure non-recurrence of defective services.

• Location: Gunfighter Fitness Center, Mountain Home AFB, Idaho.

• Hours of Operation: Monday through Friday, 7:00 am to 4:30 pm (MST). Weekends and holidays are not business days.

Sources Sought Notice

This is a Sources Sought Announcement only, not a solicitation. The 366 Contracting Squadron (366 CONS) is conducting market research to determine the availability, interest, and capability of potential business sources qualified to provide gym equipment maintenance services at the Gunfighter Fitness Center, Mountain Home AFB, ID 83648. A draft PWS (PWS-Fitness Equipment Maintenance- DRAFT) is referenced for requirement details.

• Provision of all personnel, labor, supervision, management, supplies, tools, equipment, parts, materials, transportation, shipping/delivery, and all other items/services necessary for gym equipment maintenance.

• The NAICS code for this requirement is 811490, “Other Personal and Household Goods Repair and Maintenance".

• The Small Business Size Standard is $8 million.

Performance Work Statement (PWS)

To provide management, transportation, tools, supplies, equipment, and labor for continuous and reliable shuttle services for the 2026 Gunfighter Skies Open House at Mountain Home Air Force Base (MHAFB), ID.

• Provide 20 buses and/or shuttles, with at least 2 being ADA compliant, capable of accommodating 44-60 passengers each. An option to increase to 25 buses/shuttles exists.

• Ensure adequate staffing to coordinate shuttle services, prioritizing passengers with disabilities.

• Transport an estimated 50,000 guests daily.

• Provide all maintenance, fuel, and repairs for vehicles during the contract period.

• Respond to inoperable vehicles within two hours by dispatching a replacement or facilitating repairs.

• Drivers must be legally licensed, insured, and present a professional appearance.

• Provide vehicle safety inspection reports at least two weeks prior to the event and driver daily inspection reports upon request.
