Statement of Objectives (SOO)

This project aims to prepare the Route 209 corridor and adjacent McDade Trail alignment for upcoming construction by removing trees and brush within the established Limits of Disturbance (LOD). The primary goal is to deliver a cleared project area by March 31, 2026, allowing for seamless mobilization of construction crews before the protected migratory bird and bat-roosting seasons.

• Fell all undesignated trees and woody brush within the approved LOD.

• Cut all woody brush flush with the ground.

• Remove downed timber less than 12 inches DBH and dispose of off-site.

• Fell downed timber greater than 12 inches DBH and leave on site.

• Cut stumps to be 6 inches within existing grade.

• Dispose of approved vegetative debris (12 inches or less) outside park boundaries according to regulations; no on-site burning, burying, or dumping.

• Prevent disturbance outside the LOD, including wetlands and adjacent vegetation.

• Conduct operations to minimize impacts to park visitors and traffic along Route 209.

• Maintain clean roadways and pedestrian areas free of debris daily.

• All work must be completed and accepted by March 31st.

• Wetlands and sensitive resources must be fully avoided.

• Vegetation removal is restricted to only that which is marked for removal.

• All trash must be removed and disposed of daily, keeping working areas tidy.

• No work permitted between April 1 and September 30 without written Contracting Officer (CO) approval.

• The project supports the Route 209 Pavement Rehabilitation, Slope Stabilization, and McDade Trail Realignment Project between mile markers 13.7 and 20.2 in Pike County, PA.

• Completion Date: March 31, 2026.

• Access for vegetation removal is from the shoulder of Route 209.

• All vehicles and equipment entering the park must be washed and inspected to prevent the spread of invasive species.

• Equipment must be leak-free and serviced at approved locations at least 150 ft. from any waterbody.

• Refueling must occur only in CO-approved areas.

• Work Hours: 7 am – 5 pm, Monday through Friday, unless otherwise approved.

• Contractor must comply with OSHA 29 CFR 1910 Subpart I and submit a site-specific Safety Plan.

• A Maintenance of Traffic plan is required.

• Construction drawings defining the LOD.

• Wetland mapping.

• Coordination for site access and inspection scheduling.

• Notice to Proceed (NTP): Upon contract award.

• Submittals Due: Safety Plan and Maintenance of Traffic within 10 calendar days of NTP.

• Completion Date: March 31, 2026.

Offerors will be evaluated on their proposed approach and methods, staffing plan, equipment resources, schedule, experience with similar environmentally sensitive projects, and safety and quality control procedures.

This is a combined synopsis and solicitation for commercial services to procure debris removal services for Carl Sandburg Home (CARL) due to hurricane damage. The National Park Service anticipates awarding a firm-fixed-price service contract.

• The primary service required is "DEWA Tree Removal" (Product/Service Code: F006).

• The contractor shall perform tree felling in accordance with the Statement of Work (SOW).

• The work is located along Route 209 Corridor and McDade Trail – Mile Markers 13.7 and 20.2 in Pike County, PA.

• Performance must be completed prior to the area's migratory bat season, starting April 1, 2026.
