Statement of Work (SOW) / Performance Work Statement (PWS)

To provide timely removal of trees, grinding of stumps, tree trimming/pruning, and debris removal/cleanup at Fort Jackson, SC, in response to weather-related events, hazards, or damaged trees.

• Cutting down, removing, and grinding stumps of identified trees.

• Trimming/pruning identified trees.

• Responding to routine calls within 24 hours, Monday through Friday.

• Removing all trees, stumps, and organic debris.

• Disposing of all removed debris at a properly licensed and approved off-post facility. On-post disposal is prohibited.

• Period of Performance: One (1) Base Year of 12 months and four (4) 12-month option years. (Base Year: 15 Mar 2026 to 14 Mar 2027; Option Years extend to 14 Mar 2031).

• Place of Performance: Fort Jackson, SC.

• Response to service calls within 24 hours.

• Tree removal to be performed per PWS para 5.7, with no debris remaining on site other than small fragments and stumps cut flush.

• Stumps ground 4" to 6" below ground level, chips removed, and holes backfilled with dirt 1 inch above ground level per para 5.8.

• Trees pruned by removing dead, diseased, broken, and crossing branches, using the "drop crotch" method, with no stubs over one inch permitted. Live branches to be removed to maintain natural shape, with a collar maintained on lateral branches and flush cuts avoided on larger branches. Lower branches raised to a minimum of 8 feet.

• Quality Control: Contractor must develop and maintain an effective quality control program and submit a Quality Control Plan within 30 days of award.

• Quality Assurance: Government will evaluate performance per the Quality Assurance Surveillance Plan.

• Contract Type: IDIQ Contract with five option periods.

• Safety: Contractor must comply with AR 385-10, ANSI Standard Z-133.1, and EM 385-1-1. A Safety Plan and Job Hazard Analysis (JHA) must be submitted within 10 calendar days of contract commencement.

• Security: Contractor personnel require a base background check and contractor card for access to Fort Jackson.
