Scope of Work

PM services are Firm Fixed-Price, while CM services are Time and Material for parts and labor. Services are to be performed on-site during normal business hours, ensuring equipment operational readiness.

Submission Requirements
Offerors must submit quotes via email to konni.small@dla.mil and esteban.m.gancer@dla.mil. Submissions must include:
- Volume 1: Signed and dated offer with technical specifications (FAR 52.212-1(b)(1) thru (11) except (10)), and a fully completed Attachment 2 (Price Schedule).
- Volume 2: Past Performance information, including relevant contracts from the last five years. Offerors must provide Attachment 4 (Past Performance Questionnaire) to their references, who must submit it directly to the Contracting Officer by the quote due date. Unsubmitted questionnaires will result in a Neutral rating.
- CAGE code and UEI number.
- Ensure SAM.gov representations and certifications (FAR 52.212-3 ALT 1) are current.
Evaluation Factors
Award will be made using a Trade-Off Process, with Past Performance significantly more important than Price. The Government will evaluate:
- Past Performance: Assessed via Attachment 4 questionnaires submitted by references. Lack of relevant past performance will result in a Neutral rating. The Government may use an "Efficiency Competition" approach, evaluating only the past performance of the most competitive priced offers.
- Price: Evaluated for reasonableness using FAR 15.404-1. Price will not be numerically scored.
