Submission & Evaluation
Industry partners can respond via two methods:
- Innovative Warfighter Solutions (IWS): Submit solution briefs to any AOI. Submissions not immediately selected may be retained in a "Solution Basket" for up to three years. The IWS process involves up to three phases: Solution Brief (Phase I), Live Demonstration/Pitch (optional), and Commercial Solution Proposal (CSP). Phase I Solution Briefs are limited to 5 pages or 15 slides, submitted as a single PDF, and evaluated on Technical Merit, ROM/Schedule feasibility, and Company Viability.
- Call for Solutions (C4S): Respond to specific government-issued calls posted as amendments on SAM.gov. Each C4S will outline its own submission requirements, evaluation procedures, and timelines.
Non-Government advisors, operating under Non-Disclosure Agreements (NDAs), may assist in evaluations. Proprietary information will be protected.
Contract Details
Awards may utilize various instruments, including FAR Part 12 Commercial Procedures, FAR Part 16 fixed-price contracts, and non-FAR agreements such as Other Transactions (OTs) under 10 U.S.C. §4022 and §4023. The CSO supports iterative prototyping, allowing for scope modifications and phased awards.
Eligibility & Set-Aside
This opportunity has no specific set-aside and is open to all qualified vendors. Companies must possess a Unique Entity Identification (UEI) number and maintain an active registration in the System for Award Management (SAM). Registration in the Wide Area Work Flow (WAWF) invoicing system is also required. Vendors must be deemed responsible and not suspended or debarred.
