Statement of Work (SOW) / Performance Work Statement (PWS)

To provide all-inclusive maintenance and repair services for the National Bio and Agro-Defense Facility’s (NBAF) Rectifier/Charger, Battery, and Uninterruptible Power Supply (UPS) Systems.

• Preventative Maintenance: Semi-annual and annual inspections, cleaning, calibration, and updates for Rectifier/Charger, Battery, and UPS systems.

• Battery Service: Quarterly, semi-annual, and annual services including voltage/current measurements, temperature checks, load testing, and cleaning.

• Service Calls and Repairs: Response to non-emergency (within 3 calendar days) and emergency (on-site within 6 hours) repair requests.

• Parts and Materials: Reimbursement for pre-approved parts and materials for repairs.

• Optional Replacements: CLINs for optional replacement of specific UPS batteries, battery strings, and UPS/Inverter capacitors.

• Quality: 98% of preventative maintenance and repair tasks must conform to manufacturer specifications and PWS requirements.

• Response Time: 100% of emergency repairs must have phone response within 2 hours and on-site presence within 6 hours; 100% of non-emergency requests must have a timeline within 3 calendar days.

• Documentation: 100% of daily service reports within one business day; 98% accuracy for service/log sheets; 100% accuracy for billing.

• Security & Safety: 100% compliance with site security, safety, training, and personnel requirements.

• Coordination: 100% of work schedules coordinated at least 10 calendar days in advance; immediate notification for UPS downtime exceeding one hour.

• Period: Initial one-year term with four (4) one-year option periods.

• Place: National Bio and Agro-Defense Facility (NBAF), Manhattan, KS.

• Security: Requires Real ID compliant identification, fitness suitability, background investigation, and site-specific training. Contractor personnel must be US citizens. Personal devices prohibited for photography/videography.

• Personnel: Must provide factory-authorized technicians for maintenance, calibration, or repair. A contract manager must be designated.

• Reporting: Detailed written reports required for all services, including measurements, actions taken, parts replaced, and deficiencies identified.

• Work Hours: Regular hours are 6:00 am to 6:00 pm, Monday-Friday. Work outside these hours requires advance security approval.

• Cost Proposal: Must be submitted in whole dollars only. Resumes for key personnel and two case studies are also required.
