Quick Summary

The U.S. Army Contracting Command – Watervliet Arsenal (ACC-WVA) has issued a Commercial Solutions Opening (CSO) for Organic Industrial Base (OIB) Modernization. This initiative seeks innovative commercial products, technologies, and services to enhance the Army's manufacturing capabilities. Operating under Section 1823 of the National Defense Authorization Act (NDAA) for Fiscal Year 2026 (10 U.S.C. 3458) and DFARS Subpart 212.70, this CSO is a competitive procedure for acquiring innovative solutions. The CSO is open until September 30, 2027.

Purpose & Scope

The primary goal is to modernize the Army's OIB through "Convergent Manufacturing," which includes integrating legacy systems with digital ones, expanding modeling and simulation capabilities, and improving materiel delivery processes. ACC-WVA is soliciting solutions that address specific Areas of Interest (Aols), which will be posted separately on SAM.gov. Solutions may encompass commercially-available technologies, commercially-fueled investments, concept demonstrations, pilots, or agile development. All submissions must be unclassified.

Contract Details

Contracts awarded under this CSO will be FAR-based, utilizing Part 12 Commercial Item Procedures. The resulting contract types will be fixed-price, potentially including fixed-price incentive fee contracts. The period of performance for any solution brief or Commercial Solution Proposal (CSP) is generally limited to 12 months, unless otherwise specified in a particular Aol. There is no specific set-aside; both traditional and non-traditional defense contractors are eligible to participate.

Submission & Evaluation

The CSO operates on a multi-phase approach:

  • Phase 1: Submission of a Solution Brief.
  • Phase 2: Presentation/Pitch (if applicable, for promising solutions).
  • Phase 3: Submission of a Commercial Solution Proposal (CSP).

The government will evaluate submissions based on responsiveness, technical merit, uniqueness, risk, and proposed price. Companies are encouraged to submit solution briefs first. The government will not pay for costs associated with solution brief or pitch submissions unless explicitly stipulated. To receive an award, companies must possess a Unique Entity ID (UEI) and an active SAM.gov profile.
