The U.S. Army Tank and Automotive Command-Watervliet Arsenal (TACOM) is seeking innovative solutions for electrical infrastructure improvements at Building 120. The goal is to support future increased power demands, enhance reliability, and integrate new energy sources.

• Replacement of existing electrical substation equipment.

• Installation of new, state-of-the-art equipment to deliver safe, reliable, and efficient power.

• Provision and installation of a custom commercial 13.2kV to 480V Electrical Substation.

• Plan to disconnect and remove the existing WVA electrical substation 2A1, including 13.2kV Switchgear, two 13.2kV-480V Transformers, 480V Switchgear, and Exterior Low Voltage Transformer.

• Installation of new 3750kva transformers, medium and low voltage switchgear within an enclosure.

• Reconnection of electrical equipment to the existing infrastructure and outgoing loads.

• Replacement of 13.2kV cable from manhole 41 to the new substation's section switches.

The U.S. Army Tank and Automotive Command- Watervliet Arsenal (TACOM) aims to improve defect detection sensitivity and ensure material soundness through advanced non-destructive testing methods.

• Modified immersion UT systems for enhanced defect detection in finished barrel states.
• Micrometers with advanced capabilities beyond current usage.
• Other new or innovative tooling and equipment for Non-Destructive Testing (NDT).
• Systems capable of scanning tubes up to 30' length and 18" diameter efficiently.

This is an Area of Interest (AoI) under the U.S. Army Combat Capabilities Development Command (DEVCOM) Commercial Solutions Opening (CSO) W911PT26SC001. DEVCOM is seeking Advanced Cannon Technologies (ACTs) to eliminate hexavalent chromium generation, decrease life cycle costs, and increase readiness in large caliber cannon production. The focus is on novel, environmentally friendly, and carcinogenic-free manufacturing technologies that are proven and scalable for mass manufacturing.

The AoI seeks solutions in the following areas:

• Enhanced manufacturing methods (lathe, mill work, cutting, honing, grinding) applicable to various materials (high strength low alloy steels, ultra-high steel steels, superalloys, composites, polymers).
• Additive manufacturing for rebuilding worn/damaged areas or adding engineered performance materials.
• Process monitoring applications to improve new and existing manufacturing technologies.
• Process automation systems to enhance manufacturing and monitoring.
• Technology to enhance and extend the life of manufacturing processes by reducing costs, environmental emissions, or improving safety.

This is a CSO AoI, not a direct request for proposal. Awards are subject to fund availability and successful negotiations. This document outlines a continuously open Commercial Solutions Opening (CSO) solicitation by the U.S. Army Contracting Command – Watervliet Arsenal (ACC-WVA). The CSO aims to acquire innovative commercial products, technologies, and services, or adaptations of existing ones, to modernize the Army's Organic Industrial Base (OIB) through "Convergent Manufacturing."
