Quick Summary
The U.S. Army Contracting Command – Watervliet Arsenal (ACC-WVA) has issued a Commercial Solutions Opening (CSO) for Organic Industrial Base (OIB) Modernization. This initiative seeks innovative commercial products, technologies, and services to enhance manufacturing capabilities at Watervliet Arsenal and Benet Laboratories. The CSO is continuously open until September 30, 2027.
Purpose & Scope
This CSO, authorized by Section 1823 of the NDAA for FY2026 (10 U.S.C. 3458, DFARS Subpart 212.70), aims to modernize the Army's OIB through "Convergent Manufacturing." The goal is to seamlessly integrate manufacturing resources, linking legacy analog systems with modern digital ones, expanding modeling and simulation, and improving materiel delivery to soldiers. Solutions should address U.S. Army needs and may include commercially available technologies, concept demonstrations, pilots, and agile development activities.
Key Requirements / Areas of Interest
ACC-WVA will publish specific Areas of Interest (AoIs) under this CSO. Examples of current AoIs include:
- Advanced Cannon Technology: Seeking novel, environmentally friendly manufacturing methods (lathe, mill, additive manufacturing), process monitoring, and automation to eliminate hexavalent chromium, reduce costs, and increase readiness in large caliber cannon production.
- UT System: Seeking innovative Test Inspection Equipment for Gun Tube and Component Quality Inspections, focusing on modified immersion UT systems, advanced micrometers, and other NDT tools for enhanced defect detection in tubes up to 30' length and 18" diameter, with integrated Assisted Defect Recognition (ADR).
Contract Details
Awards will be FAR-based under Part 12 Commercial Item Procedures. Resulting contracts or purchase orders will be fixed-price, potentially including fixed-price incentive fee contracts. The government is not obligated to issue a request for proposal or make an award.
Submission & Evaluation
The CSO employs a multi-phased solicitation and evaluation approach dependent on specific AoIs:
- Phase 1: Submission of Written Solution Brief.
- Phase 2: Presentation/Pitch (if applicable).
- Phase 3: Request for Commercial Solution Proposal (CSP). Submissions for AoIs must be emailed to usarmy.watervliet.tacom.mbx.commercial-solutions-opening@army.mil. Evaluation will consider responsiveness, technical merit, uniqueness, risk, and proposed price. The government will not pay for costs associated with solution brief or pitch submissions unless stipulated.
Eligibility & Set-Aside
This CSO is open to both traditional and non-traditional business entities. Companies must be registered in SAM.gov and have a Unique Entity ID (UEI) to receive an award. There is no specific set-aside for this opportunity.
Timeline & Contact
The overall CSO is continuously open until September 30, 2027, but may be extended. Specific AoIs will have their own closing dates (e.g., September 30, 2026 for the current AoIs). For inquiries, contact usarmy.watervliet.tacom.mbx.commercial-solutions-opening@army.mil.
