Quick Summary

The U.S. Coast Guard Base Astoria is soliciting proposals for the replacement of a deadman valve and switch at its aviation fuel farm in Warrenton, OR. This is a 100% Small Business Set-Aside acquisition. The contract will be awarded based on Lowest Price Technically Acceptable (LPTA), considering technical capabilities, past performance, and price. Offers are due by 8 AM (PST) on Friday, March 06, 2026.

Scope of Work

This requirement involves replacing a malfunctioning deadman valve and switch that is currently stuck open, posing a risk of fuel spills during helicopter fueling operations. The scope includes:

  • Demolition: Removal and disposal of the existing deadman valve and switch.
  • Replacement: Installation of a new deadman valve and a compatible pneumatic deadman switch system. The new deadman valve must be an identical or equivalent model to the existing 3" diameter OCV Control Valves model 114-3, meeting or exceeding its performance. If the replacement valve differs in length (approx. 10 7/8 inches), the contractor must also replace the existing 2' long, 3" diameter braided fuel line. Associated pressure regulating and safety valves (models 1340, 2430, 2470) must be included. The government has confirmed that CLA-VAL models are acceptable if they meet or exceed performance.
  • Testing: Functional testing of the new valve and switch in a live-fueling scenario with government personnel assistance.

Period & Place of Performance

  • Place: Coast Guard Base Astoria, Warrenton Campus, 2185 SE 12th Place, Warrenton, OR 97146.
  • Period: All work must be completed within 100 days of contract award.
  • Work Hours: Monday through Friday, 08:00 am to 4:00 pm, unless otherwise specified.

Special Requirements

  • Contractor personnel must be U.S. citizens or lawful permanent residents, possess valid identification (Real ID), and not pose a security threat. A roster of employees must be submitted prior to work commencement.
  • The contractor must be licensed for mechanical engineering work and comply with all Federal, State, and local safety standards, including OSHA.
  • A minimum 1-year warranty on materials and workmanship is required.
  • Invoicing will be processed through the Invoice Processing Platform (IPP).
  • The Service Contract Act WD # 2015-5577 revision # 29 (dated 12/03/2025) applies, outlining wage rates and fringe benefits for Clatsop and Tillamook Counties, OR.
