Quick Summary

The United States Air Force Academy (USAFA) has issued a Rapid Acquisition Commercial Solutions Opening (CSO) to identify innovative commercial technologies and services across various objectives, including leadership, academics, fitness, and professionalism. This is an umbrella CSO that issues specific "Calls" for proposals. The current active call, Call 005, seeks an AI-powered automated high school and college transcript processing and scoring capability. The overall CSO remains open until May 29, 2030, with specific calls having individual deadlines.

Opportunity Overview

This CSO utilizes a "CSO with Calls" technique, functioning as a framework for future solicitations. It allows USAFA to rapidly acquire innovative commercial solutions to support cadet education and training. Proposals are only accepted in response to specific Areas of Interest (AoIs) issued as amendments to this CSO. The acquisition method is streamlined and flexible, treating all acquired items, technologies, and services as commercial items.

Current Focused Area of Interest: Call 005 - AI Transcript Processing

Call 005 (USAFA-002, Academics) seeks an Artificial Intelligence (AI)-powered automated solution to process and score high school and college transcripts for applicants. The goal is to streamline transcript processing, improve accuracy, consistency, and efficiency, reduce manual data entry, and accelerate application review timelines.

Key Requirements:

  • AI-based platform to extract and standardize data from transcripts across all 50 U.S. states and territories.
  • Continuous accuracy improvement via machine learning.
  • Conversion of GPA scales to a standardized 4.0 scale and a configurable USAFA scale.
  • Support for various file types (PDF, image formats).
  • User interface for review and correction.
  • 24/7/365 processing with a maximum two-day turnaround.
  • Integration with USAFA's Salesforce CRM.
  • Prohibited: Use of Personally Identifiable Information (PII) in AI processing.
  • Critical Restrictions: Foreign IT companies and foreign nationals are strictly prohibited from participating. All work must be performed by U.S. Citizens or Lawful Permanent Residents (Green Card holders) due to handling Controlled Unclassified Information (CUI), PII, and Protected Health Information (PHI).

Submission & Evaluation

Submissions are conducted in a phased approach (two or three phases). Offerors must submit Quad Charts (per Attachment 1) and Solution Briefs (per Attachment 2) in response to specific calls. Phase I submissions are evaluated based on technical merit/applicability, importance to agency programs, and funds availability. The government may forgo later phases based on Phase I submissions. Awards may be FAR Part 12 commercial contracts or Other Transactions (OT). The government reserves the right to fund all, some, one, or none of the proposals.

Contract Details

Awards will be in the form of FAR Part 12 commercial contracts or Other Transactions (OT) for Research, Prototype, and Production. Follow-on production contracts may be negotiated. For Call 005, an anticipated award includes one base year with four option years, targeting an Initial Operational Capability (IOC) by October 1, 2026, with a maximum 16-week implementation timeline.

Eligibility / Set-Aside

This is an open competition Commercial Solutions Opening. No specific set-aside is designated. Large business offerors responding to calls over $750K must submit a Small Business Subcontracting Plan. Offerors must be registered in the System for Award Management (SAM) for Phase III.
