Statement of Work (SOW) / Performance Work Statement (PWS)

To remove and dispose of concrete sinkers from the pier at USCG Base Portsmouth.

• Inspect sinkers on the pier to determine truckload requirements for removal.

• Load concrete sinkers onto trucks using a provided crane operated by Base Portsmouth personnel (each load estimated at 20-22 tons).

• Transport concrete sinkers to a designated recycling facility for disposal (e.g., Dunn Concrete Recycling or Military Highway Recycling).

• All work must comply with applicable local, state, and federal environmental regulations.

• Dispose of unused materials/debris offsite in accordance with all federal, state, and local regulations.

• All profits generated from the recycling of concrete materials must be reported and remitted to the Government.

• Commencement: No later than 4 days after notice to proceed.

• Completion: Entire work ready for use by 8 days after contract award.

• Location: USCG Base Portsmouth, 4000 Coast Guard Blvd, Portsmouth VA 23703.

• Site Visit: Strongly encouraged for bidders to verify quantities. Arrangements to be made with BMC Troy Sulfridge.

• Personnel and Vehicle Identification: Contractor must provide a detailed list of employees (full name, DOB, place of birth, current address, last 4 of SSN) to the QAE Representative five days prior to commencing work. Contractor vehicles must be clearly marked and in good repair, with valid state license plates and safety inspection stickers.

• Safety Requirements: Adherence to OSHA regulations (29 CFR 1910 & 1926). Written safety programs to be reviewed by the Base Safety Officer. Specific notifications required for activities that could cause fire/explosion. Confined space entry, hot work, and dig permits required. Lock Out/Tag Out coordination with facilities is mandatory.

• Environmental Protection Requirements: Adherence to EPA regulations (40 CFR series). Environmental management and pollution prevention programs to be reviewed by the Environmental Protection Specialist. Written notification required for activities that could cause permit violations. Material Safety Data Sheets, permits, and notices of intent must be provided. Hazardous materials used by the contractor must be disposed of by the contractor in accordance with federal, state, and local guidelines.

• Workmanship: Must be accomplished with best standard practices by experienced personnel and supervised by experienced personnel, satisfactory to the Contracting Officer.

• Clean Up: All trash and debris must be removed daily, leaving the job site clean and neat.

• Work Outside Regular Hours: Requires written request to the Contracting Officer's QAE Representative for approval.

• Upon Completion: Contact the Contracting Officer's QAE Representative to arrange for inspection/acceptance.
