This solicitation is for the Regular Overhaul (ROH) of the USNS PUERTO RICO (T-EPF 11). The work includes a repair and maintenance package as specified in SSU SN 26-020.

• Regular Overhaul (ROH) of USNS PUERTO RICO (T-EPF 11).

• Work items are detailed in Military Sealift Command (MSC) specification SSU SN 26-020.

• Includes Category A items and potentially Category B items via Option Line Item 0002.

• Growth work is accommodated via Time-and-Materials (T&M) CLINs (0006/0007).

• Period of Performance: 14 SEP 2026 - 12 DEC 2026 (with options for 12 DEC 2026 - 27 DEC 2026).

• Place of Performance: Thailand or South Korea.

• Contract Type: Primarily Firm Fixed Price (FFP) with Time and Materials (T&M) CLINs for growth work.

• Proposal Due Date: 19 June 2026, 2:00 PM Singapore Standard Time.

• Proposals must be submitted electronically via email or DoD SAFE for large files.

• Evaluation will be based on Lowest Total Price and non-price factors (Technical, Past Performance).

• Technical evaluation includes understanding the Work Item Package, ability to perform, and management control/quality assurance.

• Past Performance evaluation will consider recent and relevant efforts.

• No specific set-aside is mentioned in the initial sections reviewed.

• Offerors must provide all information required by the solicitation.

• References for work items will be provided via DOD SAFE.

• Any work item priced based on estimated quantity/scope will be definitized via contract modification.

• Fully burdened ship repair labor rates and material handling rates are specified for T&M CLINs.
